Responsibilities Serve as the Defense Finance and Accounting Service (DFAS) Counterintelligence (CI) Program Manager providing counterintelligence services to DFAS HQ and its geographical locations worldwide. Serve as the partnership point between DFAS and NCIS/DCHC/FBI for counterintelligence investigations and operations. Provide expert level guidance on the organization, personnel, activities, and capabilities of intelligence entities that pose a threat to DFAS infrastructure program. Conducts the DFAS IP/IO collection program by directing, coordinating, reviewing and evaluating IP/IO-related counterintelligence activities within DFAS and coordinating those activities with DoD and national-level agencies. Coordinate requests for behavioral scientist, polygraph, and technical surveillance countermeasures program (TSCM) and other requirements with the Lead Counterintelligence Agency (NCIS) and/or Defense Counterintelligence. Respond to counterintelligence mission taskings from Defense Counterintelligence and Human Intelligence (HUMINT) Center (DCHC); develop program in concert with DFAS security and Lead CI Agency to assist in the detection of Insider Threats. Assist in development of any additional counterintelligence resource requirements. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12 for GS-13) within the federal service, or comparable in difficulty and responsibility if outside the Federal service which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Developing policies, procedures and threat assessments related to Counterintelligence (CI) activities; analyzing or evaluating quantitative and qualitative data to assess Counterintelligence activities; and coordinating with the intelligence community to assist in investigations, disseminate information or provide other Counterintelligence support AND Identifies and implement Counterintelligence controls with other protection programs, to protect critical infrastructure from Foreign Intelligence Entity's (FIE) cyber threats, malicious insiders, espionage, and supply chain exploitation. Independently coordinate and execute when required, all Counterintelligence Functional Service (CIFS) support activities.
