Frontline Recruiting Manager

Serve as the functional point of contact for staffing vendors – permanent, contingent, and other business partners. Establish baseline goals for front‑line recruitment efforts, regularly measure, and be accountable for Return on Investment (ROI). Guide the Unit Recruitment team to meet and/or exceed established baseline goals. Implement strategies to identify and attract the best internal and external talent. Help establish recruiting requirements by studying organizational plans and objectives; meet with business and HR leaders to understand job descriptions and required qualifications. Develop and implement best practices to build applicant sources by researching and contacting colleges, outplacement agencies, recruiters, media, and Internet sites; provide organization information, make presentations and maintain rapport. Avoid legal challenges by understanding current legislation; coach the Unit Recruitment team and managers on compliance and recommend new procedures; may assist with training. Maintain applicant and position data using required tools, collect and analyze data to refine recruitment strategy. Assist in development, implementation, and utilization of enterprise workforce planning tools and metrics for anticipatory staffing. Ensure weekly, monthly and ad‑hoc reports are completed accurately and in a timely manner. Ensure recruiting and hiring practices comply with national and local employment laws. Support deployment of the Company’s employment branding strategy. Accomplish HR and organizational mission by completing related tasks as needed. Qualifications Education: Bachelor degree from a four‑year college or university required. Work Experience: Minimum seven years of progressively responsible experience in recruiting related roles. Leadership Experience: Minimum two years leading and managing teams. Desirable Experience: Recruiting in transportation, hospitality, manufacturing or food service environments. Knowledge of state and federal employment law. Core Skills: Talent acquisition, business partnering, relationship building, negotiating, analysis, time management, prioritizing multiple projects/tasks. Strong interpersonal skills; able to interact effectively with executives; highly organized, action oriented and collaborative. Experience recruiting using Internet tools, networking, and relationship building. Strong computer and database skills (Excel, Word, etc.). Excellent oral and written communication skills; good listener. Multilingual skills highly desirable. Competencies Thinking – Information search, analysis and problem resolution.
