Research Assistant II

Research Assistant II Office of General Council Performs moderately complex (journey-level) research work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Work involves examining, preparing, and evaluating legal documents, conducting legal research, and providing assistance to agency attorneys. Job Responsibilities 40% Assists with hearing preparation and drafting legal documents for hearings, summary judgment, and other briefing materials. Drafts discovery, expert designations, and other legal documents and pleadings as needed. 35% Read and assess legal cases. Read cases, write case summaries, create case timelines, and manage case evidence. 20% Conducts comprehensive legal research to support the legal staff and collects, compiles, and analyzes research data. May draft memoranda on regulatory matters or administrative rules. Researches and analyzes legal issues and interpret laws, regulations, and rulings. Ensures all legal research and documents are accurate, thorough, and well-written. Ensures security and confidentiality of sensitive and protected information. Collaborates with the legal staff to develop strategies and provide support across various areas in the Office of General Counsel. 5% Performs related work as assigned. Education Graduation from an accredited law school with a Juris Doctor (JD) degree. (Must present transcripts at time of interview) Experience Experience conducting legal research and knowledge of Westlaw research tools. Experience in research and working with the Texas Alcoholic Beverage Code. Knowledge Knowledge of legal practices and terminology; and of spelling, punctuation, sentence structure, and grammar. Skills Excellent attention to detail and organizational skills. Skill in the use of a computer and Microsoft 365 programs. Abilities Ability to prepare legal documents. Registration, Certification or Licensure Possess a valid Texas driver license, or able to obtain one within 30 days of hire. Additional certifications may be required to be registered, certified, or licensed in a specialty area. Must be able to present a copy of law school transcripts at interview. Physical Requirements This position functions in a standard office environment: Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Be able to communicate and exchange information via phone, computer, in person and via electronic media. Be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours. Supplemental Information The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System.
