Geographic Information Systems Technician II -Jefferson County (Tax Assessor - Birmingham)

Job Summary Jefferson County is seeking a well-qualified Geographic Information Systems Technician II for its Tax Assessor's Office in Birmingham. Geographic Information Systems (GIS) Technicians II create, verify, and edit a GIS database using specialized software for tax mapping, voter registration, addressing, engineering, or legal descriptions, and provide support for special projects that relate to spatial, demographic, or tabular GIS data. GIS Technicians (II) produce work products such as digital maps and databases used by various departments, including tax assessment and collection, zoning, 911 system information, and voting district maintenance. They use knowledge of computer techniques of engineering drafting, including AutoCAD or other related software, and work independently or as part of a GIS team. They may interact with the public and work under a supervisor, with production reports reviewing accuracy, completeness, and adherence to policies. The work is performed indoors in an office setting and may require occasional physical tasks such as sitting, standing, or lifting. Minimum Qualifications Option A: Prior experience within the merit system as a GIS Tech I Option B: GIS certificate OR Associate's degree or higher in Geographic Information Systems Option C: Experience editing and/or maintaining a database (e.g., Access, MongoDB, TSQL, MS SQL) AND Experience editing and/or maintaining a GIS system (e.g., MapInfo, ESRI) Targeted Qualifications Experience creating maps with elements such as scale, legend, title, disclaimer, north arrow, direction, and orientation. Experience editing and/or maintaining GIS system using ESRI Fabric. Typical Job Duties Creates GIS maps by designing and replicating graphic representations of GIS data from hard‑copy maps, deed descriptions, blueprints, and other sources using GIS editing software or hand‑drawing, ensuring accuracy and completeness of the GIS database. Maintains GIS database content by editing, updating, researching, and verifying submissions prior to input. Conducts research related to GIS information by reviewing deeds, contacting stakeholders, and performing site visits to determine accuracy before database entry. Assists stakeholders (employees, governmental agencies, general public) by drafting correspondence and handling map sales, responding to inquiries about mapping services. Creates reports on GIS activities by verifying and editing data and transposing information into documentation for departmental or municipal requests. Maintains the County’s voter database by designating voting districts and ensuring voters are assigned to the correct district for elections. Performs general maintenance on GIS hardware and software, troubleshooting, repairing equipment, and updating software as per manufacturer specifications. Engages in activities for professional development, staying aware of advances in the field, and knowledge of relevant policies, laws, guidelines. Physical Demands Job involves physical exertion for sustained periods of light activity such as walking or standing. May involve occasional light lifting of items up to 25 lbs and the ability to keep arm and hand steady while moving or holding them. Work Environment Work is conducted almost exclusively indoors in an office setting, using standard office equipment such as computer, phone, copier, etc. Continuous education is required to maintain certification/licensure.
