Veterans Service Representative

Position Title: Veterans Service Representative. Location: Department of Veterans Affairs. The role involves explaining benefit programs, reviewing claims, identifying issues, gathering evidence, conducting interviews, adjudicating claims, inputting award data, and preparing decision letters for Veterans. Time-in-Grade Requirement As a current federal GS employee, you must meet the following time-in-grade requirements by the closing date of this announcement (07/10/2026): GS-07: 52 weeks at GS-05 level. GS-09: 52 weeks at GS-07 level. GS-10: 52 weeks at GS-09 level. These qualifications may have been held in any occupation within Federal service. Submit an SF‑50 that shows your time‑in‑grade eligibility. If the most recent SF‑50 has an effective date within the past year, you may need to provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. /09/10) must have at least one year (52 weeks) of qualifying specialized experience, education, or a combination of both. GS‑0996‑07 Applicants must have at least one year of specialized experience equivalent to the GS‑05 level or higher in federal service. Specialized experience is defined as the interpretation or application of laws, regulations, or procedures to analyze evidence to make determinations and research routine issues to resolve discrepancies. Using various computer systems for data entry and maintaining/monitoring case files. Applying federal laws when processing compensation and benefit claims for state or federal agencies, insurance companies, workers’ compensation, disability, retirement or pension programs. Determining basic employment qualifications and eligibility for benefit programs. Education substitution: Applicants may substitute education for the required experience. One full year of graduate level education that demonstrates necessary competencies. A bachelor’s degree with Superior Academic Achievement (3.0 GPA or higher). SAA is based on class standing, grade point average, or honor society membership. Combining Education & Experience – if you do not fully meet the length of experience or education described for a specific grade level, the two can be combined to total 100% of the requirement.

Applicants must have one year of specialized experience equivalent to the GS‑07 level or higher in federal service. Specialized experience includes: Determining eligibility for Federal or State‑administered benefits such as disability, education, housing, medical, and/or Veterans’ benefits. Interpreting and applying Federal and State laws, cases, statutes, procedures, and precedent rulings to process claims in a service program. Gathering and requesting evidence to build service program case files, responding to claimant inquiries, and identifying errors, inconsistencies, or omissions. Explaining Federal or State claims decisions to claimants, special interest groups, dependents, and/or representatives to gain acceptance of the determination. Education substitution: A master’s or equivalent graduate degree from an accredited institution. Or two full years of progressively higher‑level graduate education leading to such a degree; or possession of an LL.B. or J.D. degree if related. Combining Education & Experience – same as above.

Applicants must have one year of specialized experience equivalent to the GS‑09 level or higher in federal service. Specialized experience must involve adjudication of Veterans’ claims, including the development, examination, investigation, adjudication, and authorization of claims for disability compensation, pension, death compensation, etc. Education substitution: Two and a half years of progressively higher‑level graduate education leading to a Ph.D. or equivalent doctoral degree. Combining Education & Experience – same as above. Volunteer Experience Volunteer work—through national programs such as Peace Corps, AmeriCorps, and other organizations—may be counted as paid or unpaid experience that contributes to the required competencies and is recognized for credit. Full-Time vs. Part-Time Employment Full‑time employment is at least 35 hours per week. Part‑time experience is credited on a pro‑rated basis; specify average hours worked per week on your resume.
