Title: Program Analyst Location: Long Island City, Queens, NY 11101 Job Type: Full‑time, Exempt, Regular Salary: $66,000 – $71,000 per year Unit: Evaluation and Quality Improvement Reports to: EQI Program Manager Organization Overview The Fortune Society, Inc. (Fortune) has been working for over 57 years in service to our mission: to support successful reentry from incarceration and promote alternatives to incarceration, thus strengthening the fabric of our communities. The organization has evolved into one of the nation’s preeminent reentry and justice‑informed service organizations, providing formerly incarcerated people with the skills and wrap‑around services needed to break the cycle of crime and incarceration and to build productive lives in their communities. Fortune has grown steadily over the years to an agency with an annual budget of over $90million and approximately 600 staff. We anticipate continued growth in size and depth of service. Fortune’s dual mission focuses on advocacy and service. The advocacy portion seeks to build a more just criminal legal system and reduce barriers to reentry. The service side includes employment, education, alternatives to incarceration, supervised release, court advocacy, discharge planning within correctional facilities, licensed substance use and mental health treatment, a housing continuum, benefits assistance, care management, HIV services, a food and nutrition program, and an arts program. The organization serves roughly 18,000 people each year and has locations in Brooklyn, The Bronx, Manhattan, and Queens. Position Summary Under the direct supervision of the EQI Program Manager, the Program Analyst supports Fortune Society’s programs through the evaluation of data related to service delivery and outcomes. The role engages directly with assigned programs to develop system improvements, using brainstorming, root‑cause analysis, and other tools to enhance programs’ operating efficiency, effectiveness, and the quality and timeliness of internal and external reporting. Systems Thinking : Capable of “big picture” thinking, solving problems creatively and collaboratively. Data Collection, Analysis, and Excel Expertise : Experienced with Excel for data analysis, including basic formulas, PivotTables, charts, and graphs; familiar with client databases or electronic health records for data entry and reporting; foundational understanding of quantitative and qualitative methods. Essential Duties and Responsibilities Work with managers of assigned programs to promote understanding of data-driven management and ensure that internal/external performance targets are met and desired outcomes achieved. Reinforce the importance of entering and reporting data through the agency’s primary database. Collaborate with managers and front‑line staff to develop and implement a system of continuous quality improvement (CQI) and quality assurance (QA) that they will maintain. Monitor program performance and work with managers to develop corrective action plans as needed. Alert senior management to issues of noncompliance and/or performance shortfalls, ensuring prompt action. Support the Development team in obtaining data required to demonstrate Fortune’s expertise; create logic models; produce evaluation designs and tools as necessary. Coordinate with program managers on the start‑up of new programs and contract/grant renewals, ensuring critical tasks are defined and monitored. Act as liaison between program staff and the IT department, translating program needs related to database functionality and reporting. Identify and facilitate staff training needs and requests. Support routine audits and compliance reviews of programs and recommend system improvements based on findings. Follow up on program response and implementation of accepted recommendations. Evaluate client satisfaction through surveys and focus groups, analyze and report results, and recommend enhancements to program quality. Perform other duties as assigned. Qualifications Bachelor’s degree preferred, preferably in public health, human services, criminal justice, sociology, social work, or a related field, with a strong background in statistical analysis and/or data management; Master’s degree is a plus. A minimum of two years of relevant work experience, preferably in a nonprofit social‑service setting. Detail‑oriented with superior analytical skills. Ability to engage in “big picture” thinking and solve problems creatively and collaboratively. Excellent oral and written communication skills coupled with exceptional people skills. Understanding of both qualitative and quantitative evaluation methods. Thorough knowledge of MS Office, including Excel, and proficiency in SQL; familiarity with PowerBI is a plus. Experience with quality assurance and/or quality improvement. Appreciation of Fortune’s work with formerly incarcerated individuals and those at risk; relevant personal experience is a plus. Travel Requirements May require travel to our Harlem or Bronx office for infrequent meetings and/or trainings.
