Recruitment Specialist (O-5 Billet) Non-Supervisory - External

Overview Summary: The Recruitment Specialist manages IHSC recruitment and hiring for U.S. Public Health Service Commissioned Officers. Develops and implements recruitment strategies, conducts outreach, collaborates with stakeholders, manages recruitment data, and assists candidates. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Duties and Responsibilities Develops, facilitates, and implements all phases of the IHSC recruitment process, such as creating recruitment/hiring announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization. Collaborates with administrative staff and hiring managers to fulfill recruitment and staffing needs, including notifying hiring officials when a candidate requests a site visit. Develops outreach programs and establishes agreements with representative colleges, universities, and local medical and educational facilities. Outreach activities include hosting and attending in-person and virtual events, visits to job fairs, and events hosted by professional associations. Manages IHSC recruitment and retention processes, including internal and external collaboration, coordination, recruitment event management, and developing and maintaining recruitment and retention procedures. Contacts potential candidates by phone and email, answers calls, web-based inquiries, and virtual chat group messaging related to employment with IHSC. Assists interested candidates with questions related to the application process, qualifications, current vacancies, and provides general information regarding benefits, pay, and leave schedules. Creates, reviews, or edits all written materials used for advertising in professional journals, web postings, public-facing webpages, magazines, and billboards. Provides advice and assistance to collateral duty recruiters and supervisors in response to specific recruitment requests. Manages the IHSC recruitment strategy, policy, guide, and standard operating procedures. Conducts recruitment and staffing data analysis, interprets data, and produces reports for dissemination to IHSC Leadership. Other duties as assigned. Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC. Assignment Pay Agreement: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission. Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position. PHS officers must participate in IHSC TDY On-Call Schedule (ITOS). ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve. Qualifications

COMPETENCIES:

Comprehensive knowledge of, and skill in applying a wide range of methods, principles, and practices commonly used in the recruitment and placement processes, and knowledge of the occupational design of positions within assigned organizations. Excellent written and oral communication techniques to develop and deliver virtual presentations, briefings, project papers, status/staff reports, and correspondence to managers or hiring authorities to foster understanding and acceptance of findings and recommendations related to recruitment and/or human resource activities. Coalition building, networking, and fostering relationships with internal and external stakeholders, with the ability to work in a fast-paced environment. Physical Demands Sitting and/or standing for extended periods (6-8 hours). Performing repetitive bending motions. Average manual dexterity for computer operation. Phone use for extended periods. Education Required Knowledge, Skills, And Abilities Graduate degree in human resources management, preferred; or graduate/professional degree in health profession discipline with program management experience. If a clinician, must maintain requirements for clinical licensure and be able to TDY internally to support the field as needed. Knowledge of PHS program policies and guidelines, and operating procedures relating to personnel management. Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention. Ability to work efficiently and effectively in a fast-paced environment; and flexibility to adapt to sudden changes in schedules and work-related requirements. Ability to collaborate with stakeholders outside of the personnel unit and agency. Proficient with Microsoft Office Suite or related software, including SharePoint, and the ability to review and interpret data. Proficient with or the ability to quickly learn Human Resource Information Systems, applicant-tracking software, or other recruitment systems. Proactive and independent with the ability to take initiative. Excellent time management skills with a proven ability to meet deadlines. Ability to create and implement sourcing strategies for recruitment for a variety of roles. Ability to multi-task, prioritize and complete a high volume of tasks and projects independently. Additional Information This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Personnel Unit (IPU). This is a non-supervisory position, and the incumbent will report directly to the Section Chief, Staffing and Recruitment. As the Recruitment Specialist, the incumbent manages the IHSC recruitment and hiring program for U.S. Public Health Service (PHS) Commissioned Officers. The incumbent will assist in the direction, development, and administration of the nationwide recruiting and referral programs for IHSC to include PHS. IHSC has a multi-sector, multidisciplinary workforce of more than 1,200 employees, including U.S. Public Health Service (PHS) commissioned officers. The IHSC provides on-site direct patient care to ICE detainees at 17 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually.
