The ORP Readiness Support Consultant will have responsibility for execution of the itemized work scope below:Planning strategic activities required for ORP to achieve readiness and verify readiness for radioactive operations,Mentoring ORP staff and management in conduct of activities to achieve readiness and verify readiness to safely conduct nuclear operations, Providing professional counsel on development and implementation of a Readiness Program from Line Management’s perspective,Providing expert advice and counsel on improvements to ORP’s readiness program, andPromoting coordination between all relevant functions related to Readiness in ORP to safely conduct nuclear operations.Under the direction of the COD director, the GSSC resource will have responsibility for this work scope. COD is responsible for functional areas for the WTP including the following: startup testing, commissioning, readiness, operations, and maintenance. This oversight is conducted to assure the WTP can be safely operated while treating Hanford tank waste.ORP is responsible for Line Management oversight of the WTP contractor and is also responsible for declaring readiness to safety conduct radioactive operations prior to an Operational Readiness Review (ORR) which is currently scheduled in January 2024.SCOPE DELIVERABLESStrategic development and revision of the Certification and Verification Plan.Mentoring ORP core requirement and functional leads in development and execution of core requirement oversight strategies.Providing expert, strategic guidance in Line Management Review Board activities.Develop training curricula and implementation for ORP staff in order to achieve line management readiness and verify contractor readiness.Deliverables shall be accomplished in accordance with the directions provided by the COD Director. All deliverables will be processed through the COD Division Director prior to internal and/or external publication and availability.CONTRACTOR DELIVERABLESWork products shall be thorough, accurate, appropriately documented, and comply with established criteria. ORP Readiness Support Consultant shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:

• >Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
• >Work schedule for Contractor employees, to include any leave taken.QualificationsQUALIFICATION REQUIREMENTSORP Readiness Support Consultant shall ensure that GSSC personnel supporting this task possess the following qualifications:o BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectivelyo Fourteen (14) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant.o Significant demonstrated expertise with the execution of DOE Order 425.1D (Verification of Readiness to Startup or Restart Nuclear Facilities) in the startup of complex and high-risk nuclear facilities.o Performance in key positions in the work to achieve readiness and verify readiness to safely operate complex high-risk nuclear facilities.o Executive experience with direct interface with senior management.o Expert knowledge of DOE orders, standards, policies and procedures providing requirements and guidance for safe startup of nuclear facilities.o Knowledge of Hanford Site mission, activities and priorities.o Excellent verbal and written communications skills.REQUIRED TRAININGMaintaining proficiencies in the following through periodic training:·Hanford General Employee Training (better known as HGET).·WTP site access.TRAVELTravel as coordinated with the technical point of contact and approved in writing by the contracting officer in advance, is allowed, in accordance with federal travel regulations.LOCATIONWork shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position is telework eligible at the discretion of the Technical Monitor (TM) and Contracting Officer’s Representative (COR) in consultation with the Contracting Officer (CO).
