Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Job Summary:
The Control Systems CSU Engineer is responsible for planning, coordinating, and executing commissioning and startup activities associated with facility automation, instrumentation, industrial control systems, and supporting network infrastructure. The role supports the transition of systems from construction completion through commissioning, integrated testing, and turnover to operations.
The successful candidate will work closely with Engineering, Construction, Quality, OEM vendors, facility operations, and client representatives to verify that control systems function in accordance with design intent, project specifications, operational requirements, and safety standards. The engineer will perform system verification, functional testing, troubleshooting, documentation, and startup support for both facility and process-related automation systems. This position is a key contributor to the safe and successful startup of critical semiconductor manufacturing systems.

Major Responsibilities:
Commissioning Planning
• Develop commissioning plans, test procedures, and startup strategies for automation and control systems.
• Review P&IDs, cause-and-effect matrices, control narratives, instrument indexes, loop drawings, network architecture diagrams, and design documentation.
• Participate in constructability reviews, operational readiness reviews, HAZOPs, and startup planning activities.
• Develop system turnover and integrated testing strategies.
• Support commissioning schedule development and startup milestone planning.
System Verification
• Verify installation and configuration of instrumentation, PLCs, DCS systems, SCADA systems, HMIs, communication networks, and associated field devices.
• Review instrument calibration records and loop check documentation.
• Verify network connectivity, communication pathways, and integration between facility automation platforms.
• Confirm proper operation of alarms, interlocks, trips, permissives, and safety functions.
• Validate equipment configuration against approved design documents.
Commissioning Execution
• Execute loop checks, point-to-point verification, logic validation, sequence testing, functional testing, and integrated system testing.
• Lead and participate in system walkdowns and punch list development.
• Coordinate testing activities with construction contractors, vendors, operations personnel, and other CSU disciplines.
• Troubleshoot control system issues and develop effective resolutions.
• Support energization, startup, and performance testing activities.
• Verify system performance meets design specifications and operational requirements.
Major Responsibility (Cont.)
Vendor and Contractor Coordination
• Interface with OEM vendors, system integrators, subcontractors, engineering teams, and client representatives.
• Coordinate and witness Factory Acceptance Tests (FATs) and Site Acceptance Tests (SATs) where required.
• Support vendor-led startup activities and acceptance testing.
• Track and resolve technical issues impacting startup readiness.
Documentation & Turnover
• Develop and maintain commissioning check sheets, test records, and completion documentation.
• Support generation of System Turnover Packages (STOs).
• Ensure commissioning results and deficiencies are properly documented and tracked through closure.
• Maintain commissioning databases and digital turnover tools.
• Support handover activities to facility operations and maintenance organizations.
Safety Leadership
• Promote and maintain a strong safety culture throughout all startup activities.
• Ensure compliance with project Environmental, Safety & Health (ES&H) requirements.
• Support Lockout/Tagout (LOTO), hazardous energy control, and permit-to-work processes.
• Participate in Job Hazard Analyses (JHAs), risk assessments, and pre-job briefings.
• Ensure all commissioning activities are executed in accordance with project safety procedures.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) in electrical engineering or related discipline and 8-10 years of relevant experience in mission critical facilities or 12-14 years of relevant work experience in mission critical facilities.
Required Knowledge and Skills:

• Knowledge of PLC, DCS, SCADA, and HMI systems.
• Experience with industrial communication protocols including Ethernet/IP, Modbus TCP, Profinet, BACnet, OPC, or equivalent.
• Understanding of instrumentation, process controls, and facility automation systems.
• Ability to interpret control narratives, P&IDs, network diagrams, and electrical drawings.
• Experience performing functional testing and troubleshooting of integrated control systems.
• Familiarity with commissioning software and digital turnover platforms.
• Strong written and verbal communication skills.
• Ability to coordinate effectively across multiple disciplines and stakeholders.
• Strong problem-solving and analytical skills.
• Familiarity with semiconductor facility systems is highly desirable.
Preferred Qualifications
• Experience commissioning semiconductor fabrication facilities.
• Experience with integrated systems testing and operational readiness programs.
• Experience supporting critical manufacturing environments with high availability requirements.
