Purchasing Agent

Summary This position serves as a Purchasing Agent for the Logistics Service within the VA Health Care System. The role is responsible for acquiring supplies, services, and construction through purchase, rental, or lease via delivery orders and/or small purchase procedures. Qualifications Applicants must meet all requirements by the closing date. Must have 1 year of specialized experience equivalent to GS‑05 in procurement: clerical or assistant duties, purchasing supplies and services, working with medical staff to determine needs, resolving discrepancies, using purchase card, reporting with MS Office and automated systems. Current federal employees must comply with time‑in‑grade requirements; an SF‑50 showing eligibility must be submitted. Responsibilities Utilize policies and procedures for delivery orders and small purchases. Maintain responsibility for purchasing a wide variety of complex and highly specialized services, supplies, equipment, and systems. Conduct purchasing under the micro‑purchase threshold, review and edit purchase requests, resolve issues to ensure accurate and timely processing of requests and bills. Identify needs or problems and determine corrective action. Use federal and agency acquisition regulations to identify sources and pertinent information related to purchases. Track obligations/commitments and monitor expenditures to support recurring budget forecasts, identify potential fraud, waste and abuse based on procurement history and purchase trends. Procure supplies and services meeting the purchase‑rental‑or‑lease needs of the organization. Develop unique selection criteria for each purchase. Prepare and issue contract modifications for changes in delivery schedule and send formal correspondence to customers such as inventory management specialists, contracting officers, etc. Conduct open‑market research and small purchases for specialized medical items. Serve as the first line of contact for medical staff and customers regarding procured items. Develop, organize, file, and retrieve reports and spreadsheets for briefing and presentation. Perform receptionist, time‑keeping, record‑keeping, and miscellaneous duties in a medical facility. Perform other related duties as assigned. Work Schedule Monday – Friday, 7:00 am – 3:30 pm.
