The City of McMinnville is looking for an executive leader to fill the City administrator role. The city has a population of ~14,000 and employs 155 full-time employees as well part-time and seasonal employees throughout the year. This is a critical role tasked with leading a high functining team to oversee city operations. A successful candidate will possess strong communication skills both individually and to a group. Responsibilities include creating and managing a $19.7 million dollar budget. Strong negotiating and problem solving skills are required. Experience creating and executing strategic projects is a must along with strong analytical skills. The position will be tasked with coaching and mentoring senior leaders across eight departments. The City Administrator is appointed by the Board of Mayor and Aldermen and works closely with them to create and execute policies and procedures to further the growth of McMinnville.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
•Bachelor's degree with a master's degree preferred, in public administration, political science, business administration or closely related field
•5 to 7 years of municipal management or equivalent experience as approved by the Board of Mayor and Aldermen
•TCMA membership and ICMA-CM designation preferred
•Possess a valid operator's license.

ESSENTIAL JOB FUNCTIONS
The following duties are normal for this job. These are not construed as exclusive or all-inclusive. Other duties may be required and assigned.

•Meets with the Mayor and Board members both individually and as a body
•Prepares and presents the City's annual proposed budget to the Board
•Reviews and recommends changes to the Board of City ordinances
•Creates and executes strategic plans enabling the city to operate efficiently and effectively
•Directs overall supervision of the activities of all departments
•Coaches and mentors department heads on overall performance; projects, employees, strategic initiatives and financials
•Demonstrates proficiency in organizational operations management and change management processes.
•Serves as liaison with various local, state, development district, and Federal agencies
•Meets with individual employees concerning job related suggestions and complaints in accordance with chain of command
•Initiates and presents research and special studies concerning municipal functions
•Coordinates the Staff activities of the various City departments
•Responsible for both short and long-range planning recommendations
•Represents the City in meetings with private citizens and groups as directed
•Serves on numerous civic committees as the City's representative when appointed
•Represents the City in conjunction with the City Attorney, in court hearings involving the City's employees or property
•Completes a variety of surveys and reports
•Attends conferences, meetings, and conventions requiring overnight travel and out-of-town travel

REQUIRED KNOWLEDGE AND ABILITIES
•Exceptional communication skills
•Public relations skills
•Ability to make presentations to community, board and employees to explain issues and develop support.
•Strong financial acumen
•Knowledge of the organization, functions, and problems of a municipal government
•Knowledge of current legislation, both Federal and State, which affect municipal governments
•Ability to establish and maintain an effective working relationship with other City employees and the general public
•Knowledge of the work of various civic groups and governmental organizations
•Knowledge of the principles and practices of public administration
•Knowledge of the function and problems of organization, administration, and supervision
•Ability to create and execute strategic projects with available resources
•Ability to speak effectively in front of large groups
•Ability to speak and write effectively
