About the MPTC The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security. Its mandate is to set police training standards for all law‑enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission, and to develop, deliver, and maintain records of that training for over 23,000 police officers, deputy sheriffs, harbormasters, constables, and other personnel. The MPTC operates seven regional academies and oversees ten authorized academies across the Commonwealth. Job Summary The MPTC is seeking an HR Coordinator to support day‑to‑day operations of the agency’s HR department. Responsibilities include administering payroll, time and attendance, HRIS data management, benefits administration, employment verification, recruitment support, and portions of the performance management cycle. The role also manages the administrative process for contract instructors. Duties and Responsibilities Ensure payroll operations comply with bargaining unit agreements and relevant federal, state, and local regulations. Manage and resolve time and attendance exceptions. Process payroll adjustments related to retroactive pay, collective bargaining agreements, promotions, demotions, reclassifications, travel reimbursements, and other personnel actions. Audit biweekly payroll for accuracy and completeness. Partner with the fiscal team to reconcile payroll, including employee reimbursements. Maintain leave balances. Enter data for new hires, transfers, promotions, terminations, and updates into the HR/CMS system. Process employment and unemployment verifications. Attend Payroll Users Group meetings, training sessions, and seminars. Performance Management Serve as Employee Performance Review System (EPRS) Coordinator. Notify managers of planning, progress, and final stages of EPRS deadlines and monitor timely completion of performance evaluations. Act as backup MassAchieve Coordinator and monitor annual required training compliance for new hires and full‑time employees. Contract Employee Management Oversee the administrative lifecycle of contract instructors, including hiring, onboarding, payroll processing, and offboarding. Track and manage instructor contract submissions for timely processing. Audit instructor sign‑in webform and timesheet submissions for accuracy and compliance. Process all contract instructor hires in HR/CMS. Serve as primary liaison with the Training Bureau to support instructor hiring initiatives. HR Administration Coordinate and facilitate new hire orientation. Support recruitment and hiring activities by scheduling interviews, conducting reference checks, processing CORI requests, and preparing hiring documentation. Respond to internal and external HR inquiries with timely, accurate, and professional customer service. Assist with ad‑hoc HR projects and initiatives as assigned. Perform other duties to support HR operations of the MPTC. Preferred Qualifications Knowledge of human resources processes and best practices. Meticulous attention to detail. Experience in HRIS systems. Strong interpersonal and communication skills. Ability to handle confidential matters. 2–4 years of HR experience. Minimum Entrance Requirements Applicants must have at least (A) three years of full‑time or equivalent part‑time, professional or paraprofessional experience in personnel work, major duties including classification, staffing, job analysis and/or job evaluation; (B) at least one year in a professional capacity; or (C) any equivalent combination of required experience and the substitutions below. Substitutions: I. An Associate’s degree may substitute up to one year of the required (A) experience.* II. A Bachelor’s degree or higher may substitute up to two years of the required (A) experience. *Education toward the degree is prorated based on the proportion of requirements actually completed. NOTE: No substitution will be allowed for the required (B) experience.
