System Safety and Security Analyst

Under the general direction of the California High-Speed Rail Authority's (Authority) Manager II, the Analyst III (System Safety and Security Analyst) performs highly complex, confidential, sensitive, specialized analytical and administrative tasks requiring a high degree of independent judgement, initiative, discretion, and subject matter expertise related to transportation system safety, security, emergency management, and regulatory compliance. The incumbent serves as a subject matter expert on safety and security initiatives, safety risk management, emergency preparedness, regulatory compliance, and enterprise safety performance monitoring. Coordinates and performs a broad range of complex, analytical, and administrative duties for the Safety and Security office. The incumbent is responsible for the development and implementation of safety and security activities in the Safety and Security Office. The incumbent leads and supports the development and implementation of plans, policies, and procedures within the Safety and Security Office. The incumbent independently evaluates complex safety and security issues with department-wide impact and develops recommendations related to hazard management, contractor safety oversight, emergency preparedness, regulatory compliance, safety analytics, and continuous improvement initiatives supporting the Authority's safety and security objectives.

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options. While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Describe your experience working with regulatory compliance programs and interacting with oversight agencies such as Federal Railroad Administration (FRA), Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), California Public Utilities Commission (CPUC), or similar organizations.
4. Describe your experience managing complex projects involving multiple stakeholders, contractors, or government agencies. How did you ensure effective communication, coordination, and accountability?

- Experience overseeing contractor deliverables, compliance, and administration.
- Experience leading complex assignments or projects and developing recommendations.
- Strong written and oral communication skills.
- Ability to exercise a high degree of initiative, flexibility, judgment, and confidentiality.
- Ability to operate independently, but with the judgment to know when to ask for assistance and guidance from a supervisor or colleague.
- Dependable, punctual, excellent attendance.
- Knowledge of the Authority organization, operations, and relevant policy issues.
- Exercise good judgment and calm professionalism in all situ ations.
- Ability to work with others in a team environment.
- Experience tracking and coordinating communications and documents between multiple groups.
- Knowledge of rail, transit, transportation construction, and/or operational safety principles.
- Experience supporting major transportation or infrastructure programs.

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
