Finance Director (AIB EDUCATION PROGRAM DIRECTOR I)

Introduction The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking a Finance Director to oversee fiscal operations for the agency and support the implementation of the Blueprint for Maryland’s Future. Grade 23 Location Hybrid/Telework position, Annapolis, MD Position Duties The Finance Director will report to the Deputy Director of Operations and will manage, control, oversee, and report on all fiscal (budget & accounting) operations in accordance with statutory and regulatory procedures. Key responsibilities include: Work with the Deputy Director of Operations to develop and oversee multi-year financial plans and the annual budget for the agency. Track, review, approve, and reconcile agency revenues and expenditures. Administer program information in state systems including FMIS, BARS, and ADPICS and develop routine and ad-hoc reports. Manage grants, contracts, interagency agreements, and assist in all procurement functions. Develop fiscal and accounting policy and procedures in accordance with Generally Accepted Accounting Principles and update them as necessary. Establish and maintain internal controls to comply with audit requirements and participate in the audit process by providing accounting explanations, financial schedules, and supporting documentation. Develop and manage year‑end closeout procedures and transactions following the Department of Budget and Management schedule. Work with the Financial Data Analyst to conduct fiscal analysis of Blueprint for Maryland’s Future revenues and expenditures. Assist with fiscal analyses of revenues and expenditures of various state and local agencies responsible for implementing the Blueprint. Minimum Qualifications Education: A bachelor’s degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing. Substitutions may be considered as described below. Experience: Five years of experience examining, analyzing, and interpreting accounting systems, records, and reports using generally accepted accounting principles, with at least two years in federal, state, or local government. Hands‑on skills in financial and analytic report preparation and review for year‑end closeout and/or budget preparation. Sound knowledge of governmental accounting principles and internal control procedures. Intermediate to advanced proficiency in Excel, Google Sheets, and/or Smartsheets for financial reporting and analysis. Substitutions for Education: A bachelor’s degree with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing. Meeting CPA examination admission requirements prior to July 1 1974; possession of a CPA certificate or a master’s degree in accounting; one year of professional auditing experience; or U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may also satisfy the educational and experience requirements. Desired or Preferred Qualifications Experience with Maryland operating and financial management systems such as FMIS, BARS, ANSWERS, eMMA, and Workday. Ability to work independently and as part of a team in a hybrid work environment. Experience performing fiscal year‑end closeout and/or budget preparation at the agency level. Excellent oral and written communication skills. Selection Process Applicants will be evaluated based on the education, training, and experience related to the position requirements.
