We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Duties and Responsibilities This position is located within the USCP, Assistant Chief of Police for Uniformed Operations, Operational Services Bureau (OSB), Hazardous Incident Response Division (HIRD), Hazardous Materials Response Team (HMRT). It leads a comprehensive and fully operational Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Incident Response Program, responding to threats and conducting consequence management operations through investigation, mitigation, evacuation, and personnel decontamination. The Manager oversees the USCP Hazardous Materials Response Team, providing emergency response “Life Saving” services, planning and monitoring the hazardous incident response program, including logistics, budget, and acquisition functions. This role develops policies and procedures, organizes operations, evaluates emergency operations, and offers recommendations for prevention, intervention, and mitigation of hazardous material incidents. Additional duties include supervising specialists responsible for training that develops hazardous materials and emergency medical responder knowledge and skills, governing the design, development, delivery, documentation, and assessment of training programs, overseeing the Department’s Emergency Medical Response element, serving as agency liaison with partner entities, and acting as the Respiratory Protection Program (RPP) Administrator. Note: This position is NOT covered under the Capitol Police Retirement Act (CPRA). Travel required: 2 occasions Supervisory status: True Promotion potential: 12 Requirements Must be a U.S. citizen. Must possess and maintain a valid REAL ID U.S. Driver's license. Must possess or be able to obtain and maintain a Top-Secret Security Clearance. Must successfully pass a medical evaluation, required annually. Must successfully complete a background investigation. Must complete a one-year probationary period. Must possess the following certifications accredited by the National Board on Fire Service Professional Qualifications (NBFSPQ) or the International Fire Service Accreditation Congress (IFSAC): Hazardous Materials Technician, Hazardous Materials Officer, Hazardous Materials Safety Officer, Hazardous Materials Incident Commander. Must possess the following certifications: Incident Command System (ICS) 100, 200, 300, 400. Must possess and maintain one of the following at the National Registry level: Emergency Medical Technician (NREMT), Advanced Emergency Medical Technician (NRAEMT), or Paramedic (NRP). Qualifications In order to qualify, applicants must meet the experience requirements described below. For CP‑10: one year of specialized experience equivalent to CP‑09/GS‑11, including significant supervision of CBRNE incident response components, planning and directing hazardous materials operations, developing training programs, determining equipment and resource requirements, and involvement in budget preparation. For CP‑11: one year of specialized experience equivalent to CP‑10/GS‑12, including substantial management of a fully operational CBRNE incident response program, subject matter expertise in CBRNE incident response, and competency in planning, budgeting, and overseeing emergency medical responder and respiratory protection programs. For CP‑12: one year of specialized experience equivalent to CP‑11/GS‑13, including mastery of a comprehensive CBRNE incident response program, expert authority in response operations, and proficiency in enterprise-wide planning, budgeting, and program oversight. ALL APPLICANTS MUST possess Hazardous Materials Technician, Hazardous Materials Officer, Hazardous Materials Safety Officer, and Hazardous Materials Incident Commander certifications accredited by NBFSPQ or IFSAC and be able to apply knowledge and training from the certification. Additionally, applicants must possess one of the following: National Registry of Emergency Medical Technician certifications; EMT, AEMT, or Paramedic. All eligibility requirements must be met by the closing date of the vacancy announcement. Education There is no education substitution for experience in this series and/or grade. Additional Information Additional Conditions of Employment with the USCP: Criminal History Check – Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. Credit Check – Must successfully pass a credit check; applicants must not be in default or delinquent on any Federal guaranteed student loans. Selective Service Registration – Male applicants must provide verification or exemption; female applicants are exempt. Fingerprint Check – Applicants’ fingerprints will be submitted to the FBI for a criminal history check. Background Investigation – Must successfully complete all components of the USCP full field background investigation.
