Project Manager Software Administration - Gateway

Role description: Arcadis is seeking a highly skilled and motivated Project Manager Software Administration to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements. We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Role accountabilities: • Project Management: Plan, execute, and oversee IT projects related to software development, implementation, and upgrades. • Software Administration / IT Software Project Management: Administer the full lifecycle of project management and related software tools, with a focus on procurement, contracting, invoicing, and user administration. • Budget Management: Develop and manage project budgets, ensuring alignment with organizational financial goals. • Collaboration and Communication: Act as the primary point of contact for software and cybersecurity projects, ensuring clear communication with stakeholders and team members. Qualifications & Experience: • Associate’s degree in Information Technology, Computer Science, or a related field. • 5+ years of experience managing IT projects, with a focus on software development, implementation, and cybersecurity. • Project Management Professional (PMP) certification or equivalent is preferred. Skills and Competencies: • Strong knowledge of project management methodologies (e.g., Agile, Waterfall) and software development lifecycle (SDLC).

• Familiarity with cybersecurity frameworks and best practices.
• Knowledge of and experience with SOC 2, ITIL, and NIST frameworks, and how

they apply to software lifecycle management, vendor governance, and cybersecurity posture.

• Proven ability to manage IT projects in a small to mid-sized organization.
• Excellent analytical, problem-solving, and decision-making skills.
• Strong communication and leadership skills, with the ability to manage

cross-functional teams. • Experience with vendor management, resource planning, and risk management. Preferred Qualifications: • Experience in managing IT projects in a government or public sector environment.

• Knowledge of cloud platforms and cybersecurity tools.
• Familiarity with financial planning and cost-benefit analysis for IT projects.
• Prior experience supporting or implementing controls aligned with SOC 2, ITIL,

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $150,000 - $260,000.
