POSITION SUMMARY

A & Associates is seeking an experienced, organized, and highly accountable Staffing Manager – Compliance & Operations to join our Dallas staffing team.

This position functions as a full Staffing Manager while also serving as the designated owner of the staffing division’s compliance processes. Unlike other Staffing Manager positions, this role carries specific responsibility for ensuring that pre-employment, onboarding, and employee compliance requirements are completed accurately and consistently across the staffing team.

The Staffing Manager – Compliance & Operations will manage an assigned portfolio of client accounts, recruit and place candidates, support active associates, and maintain strong client relationships. Because this individual will also own the compliance function, the assigned book of business will be structured appropriately to allow sufficient capacity for both responsibilities.

The compliance component of the role includes oversight of electronic onboarding documents, Form I-9 completion and verification, background checks, identification and employment authorization documentation, internal file audits, document tracking, and resolution of compliance deficiencies.

The ideal candidate is an experienced staffing professional who can successfully manage clients and recruiting activity while also bringing exceptional attention to detail, follow-through, and ownership to the compliance function

ESSENTIAL DUTIES AND RESPONSIBILITIES

STAFFING & ACCOUNT MANAGEMENT

  • Manage an assigned portfolio of client accounts and serve as the primary staffing contact for those accounts.
  • Build and maintain strong, professional relationships with clients.
  • Receive and manage staffing requests and open positions for assigned accounts.
  • Develop recruiting strategies to identify qualified candidates quickly and effectively.
  • Source, screen, interview, and evaluate candidates for open positions.
  • Present qualified candidates for client consideration.
  • Coordinate candidate onboarding, clearances, start dates, and placement requirements.
  • Monitor active assignments and maintain regular communication with placed associates.
  • Confirm employee starts and follow up regarding attendance, performance, assignment concerns, and client feedback.
  • Respond promptly to client staffing needs, questions, employee issues, and service concerns.
  • Maintain accurate records of open positions, submitted candidates, confirmed placements, starts, and active assignments.
  • Monitor aging vacancies and develop strategies to improve fill rates.
  • Coordinate replacements when associates resign, fail to report, are removed from assignments, or otherwise separate.
  • Conduct regular client follow-up to assess satisfaction and identify upcoming workforce needs.
  • Partner with recruiters and other Staffing Managers to achieve staffing goals.
  • Maintain accurate client and associate information within company systems and reporting tools.
  • Escalate significant client concerns, service risks, or staffing challenges to leadership promptly.
  • Support additional recruiting needs across the staffing team when workload permits.

COMPLIANCE OWNERSHIP

The Staffing Manager – Compliance & Operations will serve as the primary owner of staffing compliance activities and will be accountable for maintaining consistent compliance standards across the staffing team.

Responsibilities include:

  • Own and coordinate the pre-employment compliance process for staffing placements.
  • Manage electronic onboarding and e-signature documentation.
  • Review employee and applicant documentation for accuracy and completeness.
  • Complete and/or review Form I-9 employment eligibility verification in accordance with federal requirements and company procedures.
  • Review acceptable identification and employment authorization documentation.
  • Coordinate and monitor background checks through completion.
  • Track outstanding documentation, screening results, and compliance requirements.
  • Follow up with candidates, associates, recruiters, and Staffing Managers regarding missing or incomplete documents.
  • Verify that associates meet required company and client-specific compliance requirements prior to placement.
  • Maintain organized and accurate electronic compliance records.
  • Conduct routine internal compliance audits of employee and associate files.
  • Identify missing documents, expired credentials, incomplete signatures, discrepancies, or other compliance deficiencies.
  • Communicate audit findings and drive corrective action through completion.
  • Maintain compliance trackers and provide leadership with visibility into outstanding requirements and identified risks.
  • Monitor expiring licenses, certifications, identification, credentials, or other time-sensitive documentation when applicable.
  • Support preparation for client audits, internal audits, and compliance reviews.
  • Reinforce consistent onboarding and documentation practices across the staffing team.
  • Serve as the internal resource for Staffing Managers and recruiters regarding established compliance processes.
  • Escalate significant compliance concerns or recurring deficiencies to staffing and operations leadership.
  • Maintain confidentiality of employee, applicant, and client information at all times.

ROLE STRUCTURE

This position is part of the staffing team and will report to the National Staffing Director and Director of Operations.

The role is intentionally structured differently from a traditional Staffing Manager position.

While the individual will maintain responsibility for an assigned book of business and recruiting activity, the size and complexity of that portfolio will be adjusted to account for the individual’s additional ownership of staffing compliance.

Success will therefore be measured across two primary areas:

  • Effective management, recruiting, and servicing of assigned client accounts.
  • Accurate, timely, and consistent ownership of the staffing division’s compliance function.

MINIMUM QUALIFICATIONS

  • High school diploma or GED required.
  • Associate or bachelor's degree in Human Resources, Business Administration, Management, or a related field preferred.
  • Minimum of 2–3 years of staffing agency, recruiting, account management, or related workforce-management experience preferred.
  • Previous experience completing or reviewing F orm I-9 documentation strongly preferred.
  • Experience coordinating background checks and pre-employment screening.
  • Experience managing electronic onboarding or e-signature documentation.
  • Experience reviewing employee files, onboarding records, or compliance documentation.
  • Previous responsibility for client or account management strongly preferred.
  • Ability to recruit, screen, interview, and manage candidates through the placement process.
  • Strong computer skills, including Microsoft Office and web-based staffing systems.
  • Ability to learn applicant tracking, onboarding, background-screening, and compliance platforms quickly.
  • Excellent written and verbal communication skills.
  • Strong organizational and time-management abilities.
  • Ability to manage competing priorities and deadlines without sacrificing accuracy.
  • Must demonstrate exceptional attention to detail and follow-through.
  • Must be legally authorized to work in the United States.

SUCCESS IN THIS ROLE

Success in this position requires someone who understands that staffing speed and compliance must work together.

The individual must be capable of filling positions, supporting clients, managing associates, and driving recruiting activity while also ensuring that no associate is placed without satisfying required documentation, screening, and verification requirements.

The ideal candidate will:

WORK ENVIRONMENT

  • Professional office and staffing environment.
  • Frequent use of computers, applicant tracking systems, onboarding platforms, email, telephone, and electronic document systems.
  • High volume of interaction with applicants, associates, clients, recruiters, and Staffing Managers.
  • Position requires the ability to manage frequent interruptions and shifting priorities while maintaining accuracy.
  • Occasional travel to client locations may be required based on business needs.

Schedule: Monday–Friday; additional availability may be required based on client and staffing needs

COMPENSATION

Annual Salary: $50,000 – $55,000

Compensation will be determined based on relevant staffing experience, compliance knowledge, account-management experience, and overall qualifications.
