SENIOR IT BUSINESS ANALYST

Job Summary

The Division of Social Services (DSS) is seeking a Senior IT Business Process Analyst to join the Project Management Office. Project Delivery Team in Carson City or Las Vegas, Nevada, depending on the selected candidate. This position will serve as a Project Manager to manage multiple large DSS software projects. The incumbent will prepare strategic planning documents, including Advance Planning Documents, and will assist DSS teams in developing Requests for Proposals. The incumbent will facilitate software development and will prepare and schedule project meetings and plans. The incumbent will manage all projects using the project web application and Microsoft Project. The incumbent will support the Portfolio Team and Project Delivery Team with cost allocation efforts, advance planning documentation submissions, and technical project activities.

Essential Qualifications

Two or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.

Job Duties

Apply recognized data processing concepts to business process plans and analyses.

Develop work and/or data flow diagrams that illustrate and describe functional processes of the system.

Document business and functional requirements for proposed projects.

Review and document test results to assess the accuracy and completeness of application code.

Monitor quality assurance.

Research and evaluate computer hardware and software needs.

Analyze business processes, propose improvements, and identify work processes that may be automated.

Define potential benefits of proposed systems or deficiencies to be corrected in the existing system.

Define and document data definitions and relationships to be used in the foundation of systems development.

Develop procedural alternatives in the absence of properly operating software.

Consult with stakeholders to determine business function and end-user requirements.

Conduct alternative analyses and develop written requirements for proposed systems and applications.

Train individuals in the use of the system and system software.

Test systems functionality by preparing test plans and participating in quality assurance.

Initiate system work requests.

Develop bridging specifications to program areas that interact with processes and output.

Consult with programmers regarding the technical requirements, logic, and deficiencies of programs.

Participate in recommending and justifying resource allocations and expenditure decisions.

Assist in procedure development, evaluation, preparation, and modification.

Develop transition plans.

Participate in training development and presentation.

Review, analyze, and interpret the effects of federal and State laws, regulations, and agency policies.

Write technical requirements for grant proposals.

Prepare documentation for the computer system manual.

Perform related duties as assigned.
