Program Manager - Medicaid Program Liaison

New Mexico Department of Justice

Responsibilities Develop clear, accessible, and culturally responsive communications that help Medicaid members, providers, community organizations, tribal partners, and the public understand Medicaid eligibility, renewal requirements, work and community engagement requirements, and available support. Work closely with policy, operations, eligibility, legal, IT, managed care organizations, and community partners to ensure accurate and timely public information. Support crisis communications, stakeholder engagement, media relations, and multilingual outreach strategies to reduce confusion and help eligible New Mexicans maintain coverage. Ideal Candidate Bachelor’s degree in communications, Public Relations, Journalism, Public Health, Public Administration, Marketing, English, or related field. Three (3) years of professional experience in communications, public information, public affairs, community engagement, or outreach. Significant experience writing and editing public-facing materials for diverse audiences. Experience successfully managing multiple projects and deadlines in a fast‑paced environment. Strong written and verbal communication skills with the ability to explain complex policies in clear, understandable language, knowledge of health literacy and accessibility best practices. Strong organizational and project management skills, ability to collaborate across agencies, proficiency with Microsoft Office, website content management systems, and digital communication tools. Working knowledge of Medicaid, public health, human services, or government programs; knowledge of Medicaid eligibility and managed care systems; experience with crisis communications or large‑scale public information campaigns. Experience developing plain‑language and health‑literacy‑focused materials, and experience engaging stakeholders. Minimum Requirements Bachelor’s Degree in a relevant field from an accredited college or university and two (2) years of professional‑level experience with a tactical impact directly related to the purpose of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver’s license. Must obtain a defensive driving certification. Working Conditions Work is performed in an office setting with exposure to VDT, extensive personal computer and phone usage with extended periods of sitting. May require evening or weekend participation during major implementation periods or public engagement events. Bargaining Unit Position This position is covered by a collective bargaining agreement and all terms and conditions of that agreement apply and must be adhered to. #J-18808-Ljbffr
