Early Head Start Child Care Partnership Program DirectorDepartment: Early ChildhoodLocation(s): BrooklynReports To: Managing Director of Early ChildhoodSalary Range: $80,000 - $90,000. Benefits include life insurance, a 401 (k) plan, and vacation, personal, and sick time off.Date: August 2026-June 2027Schedule: Monday-Friday, 8 am-4 pm, or 9 am-5 pm. Schedule may vary based on program needs.Job Summary: The EHS CC Program Manager is responsible for day-to-day program operations and delivery of comprehensive services for 168 children (ages birth to 3) and their families in accordance with Head Start Performance Standards, through EHS Center-based and EHS Family Child Care Partnerships. This includes providing exceptional leadership, implementing ongoing monitoring, continuous improvement activities, effective training for supervisory staff, communication and collaborative relationships with child care partners, and strategic, outcome-driven program planning. The EHS CC Program Manager will also work closely with the Managing Director of Early Childhood on integration, programming, and related activities for Family Child Care Partners in the Head Start/Early Head Start Expansion program.Education, Experience and Skill Requirements:Bachelor's Degree and experience in supervision of staff, fiscal management, and administration required; Master's Degree a plus.At least 4-7 years of experience in supervision and management, family and community, leadership, and collaborating with diverse teams.At least 3-5 years' experience working with children birth-age 5Strong background and understanding of program development and strategic outcome-focused planning and implementationProven ability to successfully lead federal, state, and local audits/reviewsProven ability to effectively train key staff in all areas of comprehensive services according to Head Start Performance StandardsExcellent oral and written communication skills, and computer literacyEnthusiasm, vision, creativity, and initiativePre-Employment Requirements:Successfully clear: NYS DOI Fingerprint Screening, NYS Central Registry Clearance, Sex Offender Registry Clearance, 3 reference checks, physical examination with updated TB test, Tdap, MMR, varicella (fees may apply)Meet all employee health requirements in Article 47 (DOHMH) and Head Start performance standardsMandated Reporter training certificate (every 2 years) and comply with agency's policy and procedure regarding identification and reporting of child abuse and neglect.Obtain First Aid/CPR and Preventive infectious diseases certificate within the first year of employment.Essential Duties and Responsibilities:Implement effective strategies to establish collaborative relationships with Family Child Care Networks to maintain full enrollmentFormulate, coordinate, and implement all aspects (Program Management and Design, Educational, Health, Disability, and Family/Community Partnerships Content Areas of the Head Start Performance StandardsDirect supervision of EHS-CCP management team; hiring, termination, performance evaluations, professional development training, and execution of roles and responsibilitiesCo-lead in monitoring comprehensive services, program governance, community assessment, and preparation for Monitoring Reviews.Recruit and establish relationships with child care partners and community service agencies.Ensure smooth day-to-day operations and supervision of all program options and contractors in line with program goals, targets, and performance outcomes.Prepare Early Childhood program reports for the governing body and policy council.Collaborate with Early Childhood staff members and the family resource center in planning and implementation of comprehensive services.Monitor data and analysis reports to make program decisions based on the needs of the families and community.Develop and implement effective training for GSS staff and partner staff in all program options; Head Start requirements, roles, and responsibilities.Ensure the program preparation for federal reviewsEnsure compliance with all NYC Department of Health regulations and all facilities regulationsEnsure compliance with ACF Policies and Head Start Performance StandardsEnsure the implementation of all Head Start/Child Care/Early Head Start Collaboration program goals, SRG, and family community partnership goalsEnsure program coordinators, specialists, and consultants meet all areas of compliance within Head Start Performance Standards, including qualificationsCollaborate with key staff, parents, and governing bodies to develop high-quality programming for children and families in Early Head Start CC PartnershipProvide for staff and parent training through workshops, consultants, meetings, and other resourcesConduct and document annual staff program performance evaluationsBe responsible for developing good staff relationships and staff participation in the entire programParticipate in appropriate community organizations and partnerships, and ensure the completion of the Full/Annual Community AssessmentsCoordinate the resources of the community such as health and welfare agencies and use them effectively to enhance the services for the familiesCoordinate and integrate program components to meet the needs of the children servedHave sound knowledge of the Head Start Enterprise System (HSES), Grant Solutions, and any other program-related required systems.Verify time cards and staff schedules; track vacation time, sick leave, and compensatory time to ensure program coverage and effective program operation.Manage program budgets in collaboration with the Financial AnalystEnsure compliance with Office Budget Management (OBM), along with monitoring the budgets and contractsMaintain and provide programmatic oversight of contractual agreements with program partners, private, state, and city agenciesEstablish and maintain strategic partnerships between Grand St. Settlement Early Childhood programs and critical stakeholders;
