Youth Case Manager

Base Pay $24.25 - $37.75 / Hour Employee Type Non-Exempt - Full Time Job Title: Youth Case Manager I/II/III Department: Career Development Reports To: Youth Case Management Supervisor Supervises: YEP Interns FLSA Status: Non-Exempt Pay Grade: N4 (I), N5 (II), N6 (III) Job Type: Regular, Full-Time AKBCU: No ICPA: Yes General Functions The Youth Case Manager serves Alaska Native and American Indian youth in the greater Anchorage service area through comprehensive case management services supporting the 477 Program, TANF, and GA programs. This position focuses on career exploration, outreach, advocacy, and workshop facilitation while coordinating closely with youth programs throughout CITC to ensure comprehensive service access. Working in partnership with our people to develop opportunities that fulfill our endless potential, the Youth Case Manager provides crisis intervention support and advocates for youth navigating internal and external services. The role requires strong assessment skills to develop individualized youth action plans that promote education, career pathways, and self-sufficiency. Duties and Responsibilities Maintain an active participant caseload of youth in Career Connections, Youth Employment Program, or Case Management services. Administer assessment tools, interpret results, and develop comprehensive plans identifying education and career pathways or employment placements. Coordinate educational assistance services including tutoring, counseling, GED preparation, and post-secondary opportunities. Screen and place participants in subsidized employment positions while partnering with worksite supervisors to monitor progress. Provide one-on-one coaching and life skills training, identifying barriers to education and developing solutions for removal. Conduct home visits and scheduled worksite visits to monitor youth performance and provide support. Authorize supportive services to eligible participants according to program policies, procedures, and budget guidelines. Develop and facilitate life skills classes, workshops, and week-long orientation for YEP interns. Document all participant interactions, progress, and outcomes in case files and Case Management Database. Process timesheets through review, employer verification, approval in electronic timekeeping portal, and proper record storage. Partner with employment entities to develop suitable worksites and ensure accuracy of placement agreements. Support department youth leadership activities and attend job fairs and community outreach events. Update and report participant TANF activities and related program statistics monthly to Youth Services Supervisor. Maintain confidentiality according to regulations, policies, and procedures. Perform all related duties as needed and assigned. Perform all duties and responsibilities of Youth Case Manager I with a higher level of proficiency. Maintain an active participant caseload across Youth Employment Program, Youth Career Connections, and Youth Case Management. Perform all duties and responsibilities of Youth Case Manager I and II with an advanced level of proficiency. Assist Youth Services Manager with identifying, coordinating, and assigning appropriate staff training opportunities. Monitor supportive services and work experience budgets to ensure expenditures align with policy and budgetary requirements. Support Youth Services Manager with external and internal reporting requirements and compliance documentation. Conduct file reviews and provide constructive feedback to Youth Case Managers I and II. Assist with long and short-term planning for Youth Employment Program sessions and phases. Job Specifications Excellent verbal and written communication skills with ability to work effectively with youth populations. Strong organizational and time management skills with demonstrated ability to coordinate multiple activities. Demonstrated ability to handle crisis situations and make sound judgments under pressure. Working knowledge of motivational interviewing techniques and strength-based approaches. Knowledge of area labor markets, current trends, and transferable skills application. Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community. Ability to develop and teach culturally relevant life and work skills focusing on participant strengths. Demonstrated working knowledge of social work theory and practice. Willingness to work with participants in various settings including home, community, and office environments. Ability to work independently with minimal supervision while maintaining team collaboration. Minimum Qualifications Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check. High School Diploma or GED. Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years. Associate degree or two (2) years of work experience in case management, employment counseling, or workforce development. Relevant experience may substitute for education requirement on a year-for-year basis. One (1) year of case management experience. Experience in social services or non-profit settings. State/Federal grant experience or experience with transition age youth services. Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems. Knowledge of mental health/substance abuse, homelessness, social work, workforce development, and transition age youth services fields. Physical Requirements May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion. The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary. Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
