Program Director

Education Required: Bachelor’s degree in business administration, nonprofit management, a human services field, or another related field. Preferred: Master’s degree in business administration, human services field, counseling, or another related field. Experience Required: 2 years of leadership and management experience developing and supervising teams. 5 or more years of experience working with at-risk youth and families. Counseling/therapy knowledge is a plus. Licenses & Certifications Mental Health First Aid within 3 months of employment. Supervises Program Supervisor, Resource Navigators, Program Support Specialist, Lead Clinician and Program Interns (when applicable). Job Summary The Program Director is responsible for using sound professional judgment and best practices to supervise staff, ensuring quality services are provided to clients and that the program maintains compliance with all policies, procedures, and contract requirements. Essential Functions Meet program contract deliverables, create and maintain program budget, and ensure operations comply with applicable laws, regulations, contracts, procedures, policies, and budget requirements. Provide guidance and leadership to staff, emphasizing the importance of achieving high quality standards internally and through public and private sector partnerships. Prepare presentations, training, and facilitate groups to promote programs within the community. Collaborate with community organizations to foster outreach opportunities and build partnerships to further meet the needs of those served. Review and analyze monthly financial and statistical reports to assess budget status and initiate preventive measures if needed. Oversee Lead Clinician and clinical services, including individual, family, and group therapy as required by program and legal requirements. Interview candidates, hire staff, and ensure hires have required education, license (if applicable), and experience; maintain up-to-date licensure for applicable staff. Manage staff performance through coaching, counseling, development plans, training, and regular communication and evaluation. Implement corrective action up to possible termination, complying with chain of command approvals, applicable laws, regulations, and agency policies. Assist leadership in maintaining an internal policy and procedural manual detailing organizational structure and program functions, updating as needed. Ensure all staff are trained in program data collection and input required information into the Salesforce database. Maintain open and ongoing communication with the BCHS HHS Regional Director and the management team. Respond to after‑hours crisis calls, make independent decisions, and follow the chain of command to report and confirm next steps. Measurable Deliverables Ensure program meets all outcomes and deliverables 100% of the time as outlined by program contracts, BCFS HHS logic models, and program requirements. Submit program and agency reports 100% on time as scheduled in the contract. Keep program budgets on track with contract and agency standards; approve staff spending and ensure appropriate documentation is submitted timely. Conduct and document monthly quality assurance tasks including case file audits, in‑person reviews/shadowing, Salesforce database audits, and client satisfaction calls to ensure contract compliance. Review reports with the Regional Director monthly, developing action plans for compliance concerns and problems immediately. Conduct weekly and monthly consultations with assigned staff, completing monthly staff meetings to assess needs, implement training, review policies and procedures, and oversee casework. Follow all communication protocols during incidents, completing incident reporting immediately after stabilization. Ensure all positions are filled within a reasonable time based on candidates screened by Human Resources staff. Monitor Salesforce weekly to ensure data collection compliance. Respond sensitively and competently to the service population’s cultural and socio‑economic characteristics. Communicate effectively in writing and verbally in English. Work in a fast‑paced environment. Maintain computer literacy required for the position. Work independently and as part of a multidisciplinary team. Travel as needed. Perform other duties per grant requirements. Requirements Maintain certificates required for the position, including First Aid and CPR. Valid Texas Driver’s license with a clear driving record and reliable transportation. Pass a pre‑employment drug screen and random drug screens. Provide proof of work eligibility status upon request. Pass a pre‑employment and biennial criminal background and motor‑vehicle check (fingerprints required for candidates who lived out of state within the past 5 years). Speak English (United States).
