Franchise Tax Board's Enterprise Procedures & Training Program within the Enterprise Talent Development Section is looking for a knowledgeable and dynamic Enterprise Procedures and Training Team Lead.

This individual will be responsible for assisting in the coordination, scheduling, development, and maintenance of Enterprise Tax System (ETS) training materials for the enterprise. This effort involves monitoring system changes, analyzing training impacts, integrating enterprise training with division training, developing and updating Interactive Computer Based Training (iCBT) modules, and performing knowledge transfer activities. The lead will assist in the coordination and planning of material updates and publishing, while working closely with enterprise subject matter experts, IT partners, and various teams. This position will assist with keeping new and existing processes in alignment, ensuring both procedures and training content is updated and delivered to the enterprise timely and effectively, and enterprise and local content stay in alignment with one another. This individual will help promote an environment and atmosphere of teamwork, collaboration and cooperation consistent with the department's values among staff and managers across the enterprise.

Working Conditions

• This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

• Strong collaboration, negotiation, and communication skills
• Experience leading projects and working with multiple stakeholder groups
• Experience facilitating engaging and effective meetings with various customers
• Strong knowledge of Franchise Tax Board's (FTB) organization, operations, and systems
• Ability to analyze personal income tax and business entity accounts, including knowledge and experience using Taxpayer Folder (TPF), Case Management (CM), Return Analysis (RA), Notifications, Taxpayer Information (TI), Business Entity Tax System (BETS), Accounts Receivable Collection System (ARCS), Professional Audit Support System (PASS), and Integrated Nonfiler Compliance (INC) or its equivalent
• Strong knowledge of departmental policies, principles, practices, and procedures
• Strong knowledge of Enterprise Procedures Manual (EPM), the update process, and how local business area procedures interact with EPM
• Excellent written and verbal communication skills
• Ability to communicate in a clear and concise manner to obtain understanding and gain buy in
• Experience developing and delivering formal classroom-style training in various modalities
• Experience in evaluating system and process updates to determine business process impacts and changes
• Familiar with applying department writing and accessibility standards
• Ability to foster cooperative working relationships
• Ability to remain flexible with competing priorities and effectively prioritize competing demands
• Experience using enterprise software like Adobe RoboHelp, Adobe Captivate, MS Project, Snagit, and/or TFS
• Supervisor or Lead experience
• Experience developing Computer Based Trainings (CBT), Interactive Computer Based Trainings (iCBT), Simulations, and/or eLearning training content
