This is a full-time position located at the Capital Annex Building in Baton Rouge, LA. This position assists in the subgranting and monitoring of federal funds granted to the Office of Cultural Development (OCD) by the National Park Service, National Endowment for the Arts, and/or any additional funds to the agency. Minimum Qualifications

Five years of experience in contracts or grants management, procurement, financial management, or accounting; OR Six years of full-time work experience in any field plus two years of experience in contracts or grants management, procurement, financial management, or accounting; OR A bachelor's degree plus two years of experience in contracts or grants management, procurement, financial management, or accounting; OR An advanced degree in business or public administration, finance, economics, or statistics plus one year of experience in contracts or grants management, procurement, financial management, or accounting. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties And Other Information

Job Duties:

• Works with program staff to develop and update grant guidelines and applications, and assists in implementing the grant solicitation and panel review process. Reviews applications to ensure proposed work complies with the applicable federal requirements, including allowable costs and required match.
• Maintains records, prepares reports and/or correspondence relative to contracts/grants. Assists in the preparation of reports for administrators, legislature, and public on status of grants/contracts.
• Works with program staff and internal contract and grant review staff to prepare, develop, and monitor complex agreements, applications, budgets, amendments, and sub-grant agreements in accordance with federal and state statutory and regulatory requirements and departmental policies and procedures.
• Tracks the approval process of contracts/grants ensuring all necessary approvals are received.
• Reviews reports and records to ensure costs claimed are allowable, and to ensure contract/grant is on schedule and terms are being met.
• Processes contract/grant invoices in accordance with departmental policies and procedures. This may include, but is not limited to: completing and submitted the Louisiana Legislative Auditor (LLA) Transmittal of the contracts/sub-recipient information to the LLA budget section, generating internal approval requests, shopping carts/purchase orders, and coordinating with CRT's Office of Management and Finance.
• Serves as the office's primary point of contact with the National Park Service (NPS) for federal applications, monitoring, and reporting. Assists with National Endowment for the Arts (NEA) federal grant applications and reporting, if needed.
• Coordinates with the Assistant Secretary, Deputy Assistant Secretary, budget manager and division staff to develop the annual Historic Preservation Fund (HPF) application for submission to the NPS.
• Prepares and submits all required documentation to NPS for sub-grant activities.
• Assists in the preparation of monthly or quarterly draws for federal funds.
• Coordinates with NPS on the development and approval of federal grants amendments or revisions.
• Prepares and submits the year-end report of HPF and other NPF grants, including and accounts of all program activities and accomplishments, targets met, final expenditures, documented match, and samples of deliverables.
• Works closely with the budget manager to prepare and review the Schedule 8's (Schedule of Expenditures of Federal Awards), ensure payroll and sub-grant expenditures are coded correctly, and compete year-end close-out activities for federal grants.
• Assists with other related duties as assigned.

Position-Specific Details:

• Location: Capital Annex Building in Baton Rouge, LA.
• Appointment Type: Probational, Promotion, or Detail to Special Duty. Current permanent status state employees may be required to accept a probational appointment.
• Work Schedule: This is a full-time position that reports in-office. This position may be required to work evenings, weekends, holidays, and/or overtime. This position may be required to travel.
• Compensation: Compensation offered will be dependent on level of experience and certification, so please be sure to include all education and work experience for consideration.
