SUMMARY DESCRIPTION
The Steets Maintenance Lead Worker position is a Closed Promotional opportunity, available to any regular full-time City employee who has successfully completed the original probationary period or to any at-will full-time City employee who has completed twelve months of consecutive employment. Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a variety of skilled, semi-skilled, and unskilled duties in support of the Streets Section operations and services, including those involved in public works construction, maintenance, and repair of city streets and sidewalks, drainage systems, traffic signing and striping, street sweeping, graffiti abatement, weed abatement, and other public improvements; ensures adherence to safe working practices and procedures; provides training to lower level personnel; and performs a variety of technical tasks relative to assigned areas of responsibility. This is the advanced journey level class in the Street Maintenance Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including providing lead supervision to assigned staff, performing the more technical work of the unit, and providing administrative support to the assigned unit. Lead Street Maintenance Workers differ from the Street Maintenance Worker I/II by having greater responsibility, autonomy, and discretion in planning and completing a wide variety of activities. Ability to: Lead, organize, train, review, and participate in the work of crews performing skilled and semi-skilled construction, repair, and maintenance; perform more difficult skilled tasks associated with the particular crafts required in assigned area; maintain and repair a variety of tools and equipment; follow oral instructions and read, interpret, follow, and explain written instructions, construction sketches, maps, blue prints, and equipment manuals; give clear direction to work crews orally and in writing; operate required tools, equipment, and vehicles in a manner consistent with safety principles; perform maintenance and minor repair of assigned equipment and report the need for more difficult mechanical repairs; ensure adherence to safe work practices and procedures; maintain records including time and material use records; safely drive and skillfully operate power equipment and hand tools involved in maintenance, repair, and construction activities; work independently in the absence of supervision; understand and follow oral and written instructions; demonstrate an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training
Equivalent to the completion of the twelfth grade, or equivalent, supplemented by specialized vocational training program courses/certification related to maintenance and repair of streets.
Experience
Three years of increasingly responsible experience related to maintenance and repair of streets.
Holidays - The City observes fourteen (14) paid holidays that include eleven (11) specifically designated days as recognized by the State of California and three (3) floating holidays.
Vacation Leave - A new employee will accrue eighty (80) hours of vacation per calendar year for the first two years of service, one hundred, twenty (120) hours for years three through five, one hundred, sixty (160) hours for years six through ten and two hundred (200) hours after eleven years. Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.
Sick Leave - A new employee will earn ninety-six (96) hours of sick leave each year.
Bereavement Leave - Employees are eligible to use up to 40 hours of bereavement leave per fiscal year.
Group Health Insurance Program - A new employee will become a member of one of the City's group health plans (Aetna HMO, Aetna AWH HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. The City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.
Voluntary Dental/Vision Insurance Programs - The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.
Section 125 Flexible Spending Account - All employees are eligible to participate in the City's Section 125 Flexible Spending Account plan administered by Benefit Coordinators Corporation (BCC). This is an IRS-approved plan which enables you to have withheld from your paycheck an amount to cover eligible dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.
Retirement - The City participates in both the Social Security (FICA) and the California Public Employees' Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for CLASSIC members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for PEPRA (new) members. Employees will contribute 7% or 6.5% towards CalPERS, depending whether a classic or new member.
Retiree Health Savings (RHS) - All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation.
Deferred Compensation Employer Match Program - The City offers a Deferred Compensation Employer Match Program, matching employee contributions up to 2%
Bilingual Pay: A stipend of $100 per month will be paid to those employees utilizing their bilingual skills in the performance of their duties.
Additional Benefits - The City offers additional benefits such as short and long-term disability, group life insurance, accidental death and dismemberment insurance, employee benefit allocation program and workers' compensation insurance.

- Leads, plans, trains, and reviews the work of staff responsible for performing a variety of skilled, semiskilled, and unskilled duties in support of the Streets Section operations and services including those involved in constructing, repairing, installing, maintaining, and cleaning streets, and channel maintenance systems; participates in performing the most complex work of the unit including the more complex maintenance assignments as well as administrative support duties.
- Trains assigned employees in their areas of work including construction, maintenance, and repair methods, procedures, and techniques.
- Oversees and participates in the use, care, and operation of a variety of construction and maintenance equipment including but not limited to various heavy and light equipment such as: front end loaders, excavators, asphalt paving machine, rollers, dump trucks, painting and striping equipment, hand and small power tools; performs minor adjustments and emergency repairs to assigned equipment; cleans, maintains, and properly stores tools and equipment.
- Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
- Drives and operates vehicles and other motorized equipment on City streets and at off-road construction sites; performs maintenance and minor repairs of assigned equipment.
- Uses chemicals and other supplies as required.
- Inspects and evaluates potential job sites to determine the resources necessary for project completion; estimates time, materials, and equipment required for job assigned; requisitions materials as required.
- Prepares and maintains records and reports of work performed; uses computer to access information and enter work reports and other data.
- Reads, interprets, and explains directions, construction sketches and equipment manuals.
- Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
- Utilizes proper safety precautions related to all work performed.
- Constructs and repairs curbs and gutters by excavating with pneumatic and hand tools, building forms, mixing, placing and finishing concrete; patches streets and assists in paving streets and alleys.
- Places traffic control and warning signs and monitors traffic flow.
- Installs and maintains street and traffic control signs.
- Paints roadway traffic striping, pavement legends, crosswalks, and curbs using airless paint sprayer and street striper.
- Cleans, maintains and stores painting equipment.
- Cleans storm drains, drainage ditches, and culverts.
- Provides and participates in emergency responses which, while not all inclusive, may include traffic control for extended periods, continual and strenuous sandbagging, emergency repairs to public facilities, assisting with evacuations, etc.
- Performs other related duties as required.
