Project Manager III Agency: Health & Human Services Comm Department: IT Governance Posting Number: 17764 Salary Range: $5,425.33 - $7,516.16 per month Shift: Day FLSA: Nonexempt Job Location: 4601 W GUADALUPE ST, Austin, TX Essential Job Functions Attends work on a regular and predictable schedule and performs duties as assigned. Provides leadership and expertise in project management. Handles the full spectrum of industry‑accepted project management principles including initiation, planning, execution, control, and closing. Activities include, but are not limited to: Defining and managing scope, work breakdown structures, detailed schedules, resource plans, budgets, communication plans, risk and issue mitigation, quality control, and change processes. Developing, reviewing, and maintaining project documentation, reports, and presentations. Coordinating with stakeholders, managing project costs, monitoring quality, and ensuring customer acceptance and lessons learned. Monitors and manages projects to completion. Communicates project status, budget, and quality information, obtains authorizations, and recommends proposals and bids to management. Develops plans to communicate project methodology and processes, creates documentation procedures to track changes, and evaluates programs and proposals. Advises and negotiates with agency customers on project activities, ensuring adherence to agency standards and guidelines. Knowledge, Skills and Abilities (KSAs) Knowledge of effective waterfall, agile, and hybrid project management principles. Knowledge of project management theories and practices for small, medium, and large‑scale projects. Knowledge of systems and procedures to evaluate third‑party vendor performance. Knowledge of relevant state and federal laws, regulations, policies, rules, and the Texas legislative process. Knowledge of process improvement or quality assurance systems. Knowledge of strategic planning, budget management and human resource management. Knowledge of leadership principles and interaction styles. Skills in conflict resolution, critical thinking, problem‑solving, and efficient use of limited resources. Skill in project management execution, task prioritization, and using PC tools such as MS Project, Excel, Outlook, PowerPoint, Visio and Word. Skill with project portfolio management software. Skill in quality assurance tasks, executive communication, public speaking, and managing multiple priorities. Advanced written and oral communication, negotiation, facilitation, planning, and decision‑making. Ability to exercise sound judgment, analyze complex information, adapt to change, and work independently. Registrations, Licensure Requirements or Certifications Preferred: Project Management Professional (PMP), Agile Certified Practitioner (PMI‑ACP), or Certified Scrum Master (CSM). Ability to obtain PMP or ACP certification within the first 12 months of employment is required if not already held. Initial Screening Criteria Bachelor’s degree in business administration, technology, healthcare, or related field OR equivalent combination of education and directly related experience. At least 2 years of experience managing projects and coordinating deliverables with multiple stakeholders.
