Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Sam Houston, TX. Responsibilities Provides interpretations and guidance concerning the application of safety regulations, policies, procedures, and standards. Provides input and recommendations in matters concerning accident prevention and force protection. Investigates mishaps, obtains witness statements, photographs scenes, records circumstances of mishap and extent of injuries, estimates property damage, and prepares a final report of findings with recommendations to prevent recurrence. Designs new safety program Standard Operating Procedures and guidelines and provides safety training on lessons learned throughout the Army which includes soldiers, civilians, and leaders. Provides review and comment on policy, plans, and guidance promulgated locally and by higher headquarters for integration of safety, and applicability/compatibility with mission and safety objectives. Inspections are conducted to evaluate planning, performance to standards, and effectiveness of established operational controls as described in the risk management plan. Specialized experience would be demonstrated by providing technical safety guidance for military operations; assisting in the development and implementation of safety policies and procedures; conducting safety and occupational health inspections; and/or analyzing accidents to identify causes and recommending corrective action.
