Role Overview Under direction, with latitude for the exercise of independent judgment and initiative, serves as the Coordinator of the Highway Inspection & Quality Assurance (HIQA), Summons Unit, ensuring efficient workflow and compliance with established policies. Responsibilities Supervise and evaluate support and field inspection staff assigned to the Unit. Oversee a city-wide quality control program for creation, issuance, and adjudication of summonses issued by the department’s inspection forces to all permittees registered with the department, as well as private citizens, businesses, and corporations. Coordinate and direct the quality control program to assess completeness and accuracy of adjudicated summonses. Assign court representative staff to special projects/field operations. Review and establish dialogue and narratives to limit the number of summonses dismissed by the Office of Administrative Trials and Hearings (OATH). Represent the City (DOT) at OATH hearings. Coordinate maintenance, enhancements, and business rules of the department’s legacy system concerning summons issuance. Conduct operational studies, quantitative analysis, and other research techniques. Prepare comprehensive reports on surveys and/or findings with recommendations for improved effectiveness. Review decisions and orders from OATH and distribute to HIQA Borough Managers/Supervisors. Review appeals to determine which cases to appeal before weekly meetings with the department’s Legal Office. Draft correspondence (internal and external) for special adjudications, return checks, etc. Develop Standard Operating Procedures, identify deficiencies in administrative/operational processes, and maintain up-to-date guides for assigned staff. Make recommendations on policies and procedures and provide authoritative interpretation of complex problems. Work with DOT IT DASH support team to implement system enhancements and/or develop electronic applications for improved functionality. Oversee installation of new systems and procedures, including staff training. Approve timesheets, prepare performance evaluations, task/standards, probationary reports, and handle disciplinary action when necessary. Respond to administrative/operational requests from HIQA Executive/Administrative staff in a timely manner. Attend meetings with other units, divisions, and agencies. Attend training classes, workshops, seminars as needed. Minimum Qualifications A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation, in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning or evaluation, or fiscal management; or A baccalaureate degree from an accredited college and four years of professional experience in the areas described in '1' above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above. Preferred Skills The selected candidate should possess a strong analytical and administrative background, excellent communication, organization and writing skills, and experience working with technical and non-technical staff. Preference will also be given to candidates with intermediate to advanced computer skills (Microsoft Word, Excel, Power Point & Outlook).
