Summary To evaluate the care and treatment provided to a variety of patient groups in various health care settings, providing specialized nursing or other assessments individually or as a team leader, to determine compliance with State licensure requirements and Federal Medicare/Medicaid certification standards. Experience Considerations Each additional year of approved formal education may be substituted for one year of required work experience and vice versa. Minimum Qualifications Associate’s degree and 2 years of experience OR an equivalent combination of 4 years of education and experience after high school. Education and experience must be in nursing or another healthcare‑related field. One of the following licenses (unless the discipline does not require an NH license): Registered Nurse Pharmacist Dietitian Nursing Home Administrator Physical Therapist Occupational Therapist Speech Therapist Other, as determined by DHHS Valid N.H. driver’s license and liability insurance coverage as required by state law. Must be willing and able to travel in and out of state, including overnight stays, and attend out‑of‑state training sessions as assigned. Must be able to observe, in real time, all applicable types of ongoing health care treatment without slowing or interrupting the care process. Ability to stand for long periods, walk long distances, lift, climb, stoop, pull, and push as required to inspect and observe medical facilities, equipment, and procedures. Preferred Qualifications Practice in a nursing or healthcare‑related field such as rehab therapies, pharmacy, dietary services, or nursing home administration in a long‑term care, assisted living, health care, or acute care setting. Knowledge of Federal and State laws, regulations governing Federal and State programs, and functions of health facilities, hospitals, laboratories, and related health service providers. Skill in appraising standards, techniques, and procedures within health care and residential facilities and services. Ability to work effectively with hospital and nursing home administrators, physicians, and others regarding State and Federal standards and certification. Excellent written and oral communication skills and ability to establish and maintain effective working relationships with peers, health services personnel, and the general public. After‑Hire Requirements Must obtain an N.H. license or active temporary permit, if applicable, within 30 days of hire. If a temporary permit is obtained, the N.H. license must be in place by the permit expiration date. Must complete the Centers for Medicare and Medicaid Services (CMS) Surveyor Minimum Qualifications Test (SMQT) within one year after hire. Responsibilities Analyze medical or nursing records and conduct direct observations to evaluate the care received by patients or residents, assessing complex nursing and restorative needs such as intravenous feeding, suctioning, tracheotomy care, ventilator use, infection management, surgical wound treatment, and pressure ulcers. Analyze the effectiveness of treatment regimens and communicate complex clinical information to an interdisciplinary survey team for compliance determination. Ensure provider compliance with medication administration standards through medication log review, quality assurance report analysis, and direct observation of the medication administration process. Analyze and interpret medical records and nursing notes to confirm that patient care plans are accurate and up to date. Determine if a provider is employing appropriate environmental infection control strategies and engineering controls to prevent illness spread. Review, monitor, and then approve or disapprove nursing and/or other components of corrective action plans, or develop such components when the provider is unable to do so. Prepare deficiency reports based on inspection and record review, using established documentation principles for legal proceedings. Represent the Department or CMS at administrative hearings and court cases, and testify on Federal and State regulations to support licensure or certification decisions. Utilize department electronic data management and communication systems, including Microsoft Outlook, MS Office, ASPEN, and laptop computers. Serve as team coordinator when assigned, completing and maintaining required trainings and certifications.
