The Enterprise Noticing Services (ENS) Development team within FTB's Enterprise Tax Systems Bureau is seeking an experienced Technical Lead to direct the design, development, implementation, and support of the ENS application and its integration across the broader FTB ecosystem. This role serves as a senior technical authority, ensuring reliable, scalable, and high - quality noticing services that support FTB's mission. The successful candidate will bring deep, hands - on expertise with Java, APIs, Microservices, and Jakarta EE technologies --including JSP, PrimeFaces, MVC frameworks, and JavaBeans. Extensive experience working with Adobe Experience Manager (AEM) Forms in both JEE and OSGI environments is essential, including the ability to support document conversion services (PDF/Word/TIFF/Excel), execute and interpret AEM smoke - testing workflows, and integrate AEM components with enterprise Java applications. Candidates must be able to navigate AEM environments across DEV, UIT, TST, PERF, and PROD; troubleshoot complex AEM service issues; and work confidently with AEM Workbench, FormsService, OutputService, and AssemblerService.

The Technical Lead will mentor developers, set architectural direction, and uphold engineering standards across service - oriented architectures. Strong experience designing and consuming SOAP/REST services, implementing XML/JSON patterns, and working with modern application servers is required. Proficiency with IDEs such as Eclipse and Visual Studio and mastery of enterprise databases, including DB2 and SQL Server, is necessary for success. This role oversees the full software development lifecycle --from requirements and design through development, testing, deployment, documentation, and ongoing operational support across FTB's most complex noticing services.

The ideal candidate will demonstrate broad technical versatility across COTS, SaaS, and IaaS technologies; Azure cloud tools such as Functions, C#, .NET 8, and ASP.NET MVC; Node.js; REST design patterns; AWS; AJAX; Java EE; JavaScript; EJBs; JSP; JSF; Hibernate; Oracle; MSSQL; JBoss EAP; IIS; JSON; jQuery; XML; SSRS/SSIS; ArcGIS JavaScript API; GitHub; Red Hat Linux; and Windows Server environments. In addition to expertise with Adobe Experience Manager, including LiveCycle, Workbench, and AEM Forms, the ideal candidate will also have experience supporting and optimizing batch jobs including scheduling, monitoring, troubleshooting, and performance tuning, which is a key responsibility in this role.
