Job Developer

What You'll Do

As Job Developer for the OASAS-funded FORGE program, under the direction of the Project Director, you will be responsible for building and maintaining employer relationships, identifying job opportunities, generating job leads, supporting job placement activities, and helping job seekers prepare for, obtain, and retain stable employment. You will identify, establish, and nurture relationships with employers across multiple industries, coordinate recruitment events and job fairs; maintains employer databases and job listings, and collaborates with career counselors, vocational staff, and community partners to develop comprehensive employment plans.

FORGE (Fostering Opportunities, Resilience, Growth and Employment) is a technical assistance program intended to support Vocational Rehabilitation Counselors in delivering job opportunities and support for people recovering from substance use disorder. FORGE provides job coaching, training to Vocational Rehabilitation counselors, and develops relationships with employers to generate viable, recovery-friendly employment opportunities for participants.

Your responsibilities will include:

Employer Engagement & Business Development

• Develop, cultivate, and maintain relationships with employers across diverse industries to create employment opportunities for program participants.

• Conduct outreach to employers, chambers of commerce, workforce boards, business associations, sector partnerships, and community organizations.

• Assist employers in understanding the benefits of hiring from diverse pools of candidates, including individuals in recovery, people with disabilities, justice-involved individuals, veterans, and other high-barrier populations.

• Promote inclusive hiring practices, recovery-ready workplaces, stigma reduction, workplace accommodations, second-chance hiring, retention supports, and fair employment opportunity practices.

Job Development & Placement Services

• Identify job openings and placement opportunities that match the skills, interests, experience, career goals, and readiness levels of job seekers.

• Gather, organize, verify, and distribute timely job leads to career counselors and vocational rehabilitation staff.

• Collaborate with career counselors, vocational rehabilitation counselors, case managers, and program staff to develop and implement person-centered employment plans.

• Conduct follow-up with employers and counselors to assess placement quality, job satisfaction, retention risks, and opportunities for additional support.

Community Outreach & Partnership Development

• Coordinate and participate in job fairs, hiring events, recruitment sessions, employer panels, business roundtables, advisory councils, and employment-related events.

• Network with community-based organizations, treatment and recovery providers, workforce partners, educational institutions, and public agencies to promote employment opportunities and referral pathways.

Labor Market Research & Workforce Intelligence

• Provide job market information, labor market trends, sector-specific hiring needs, and employment practice updates to program staff.

Data Management, Documentation & Reporting

• Create and maintain employer databases, job banks, job listings, business contact records, and employer engagement documentation.

• Track placements, interviews, referrals, job leads, employer contacts, retention milestones, and other required performance outcomes.

• Prepare reports for the Project Director and program leadership regarding employer engagement, job development activities, placements, retention, and progress toward deliverables.

• Maintain accurate, timely, and confidential documentation in required databases, spreadsheets, case management systems, and program files.

Program Operations & Other Responsibilities

• Participate in staff meetings, case conferences, supervision, performance reviews, professional development, and continuous quality improvement activities.

• Maintain professional boundaries and communicate respectfully with employers, partners, funders, and colleagues.

• Perform other related duties as assigned by the Project Director.

You're a great fit for this position if you have:

• Bachelor's degree or coursework in human services or equivalent work experience.

• At least three (3) years of experience in job development, workforce development, employer services, recruitment, business services, human services, recovery, reentry, or related fields (required).

• Experience generating job leads and building employer relationships for individuals with barriers to employment strongly preferred.

• Experience working with government-funded workforce or recovery programs (preferred).

• Experience identifying job opportunities, verifying lead quality, and translating employer requirements into clear information for VRCs and program staff.

• Strong outreach, networking, communication, follow-up, and documentation skills.

• Knowledge of local labor markets, job search tools, workforce development programs, job placement practices, and employer relations.

• Ability to support job matching while respecting participant choice, readiness, recovery goals, and confidentiality.

• Ability to use databases, spreadsheets, online platforms, social media, and case management systems to track job development activity.

• Demonstrated commitment to participant-centered, recovery-oriented, trauma-informed, and culturally responsive service delivery.

• Experience working with diverse stakeholders, including people in recovery, employers, treatment and recovery providers, workforce partners, and public agencies.

• Strong documentation discipline and ability to maintain accurate, timely, and compliant records in case management, reporting, and shared tracking systems.

• Sound judgment, confidentiality, professionalism, and commitment to continuous quality improvement.
