About CCAT Connecticut Center for Advanced Technology (CCAT) is a manufacturing technology innovation and readiness center focused on helping manufacturers adopt advanced technologies and strengthen their operations. We work with companies across manufacturing and industrial supply chains to evaluate, implement, and integrate the adoption of digital, 3D printing and other critical technologies. By leveraging engineering expertise in model-based definition, digital thread, and additive manufacturing along with technical evaluations, technology demonstrations, and hands‑on training, CCAT enables companies to accelerate technology adoption and upskill employees to improve productivity and profitability. CCAT is a nonprofit, non‑traditional defense contractor and government fiduciary dedicated to advancing applied technologies and strengthening the U.S. industrial base. CCAT partners with federal and state agencies—including the DOW, DOE, NASA, SBA, and USDOC—through government‑funded and commercial programs that support both defense and commercial manufacturing. Position Title Program Manager Why This Role Matters As a key member of the team, the Program Manager is responsible for leading customer‑facing programs from proposal through completion. This role blends strategic planning with hands‑on execution, coordinating cross‑functional teams to meet complex business and stakeholder needs. The Program Manager works closely with internal teams, partners, and clients to deliver measurable outcomes, whether supporting manufacturers, driving technology adoption, or advancing workforce and training initiatives. How You’ll Make an Impact Lead the delivery of programs that create tangible business value for manufacturers in Connecticut and the region, as well as for participants in training and talent development initiatives. Establish program goals, scope, timelines, key performance indicators and requirements for new programs prior to launch. Develop and maintain program master schedules and milestones; generate monthly cost, schedule, and technical status reports. Oversee day‑to‑day program operations, including planning, monitoring progress, metrics generation and managing risks. Ensure programs meet business and customer requirements, contractual obligations, and expected outcomes. Maintain financial oversight of assigned projects, including budgeting and cost control. Coordinate work across interdisciplinary teams to ensure alignment with project goals, timelines, and scope. Monitor program quality and proactively address internal issues as they arise. Adhere to established program management policies, procedures, and governance frameworks. Support continuous improvement efforts by contributing to the development and refinement of program management processes. Build and maintain strong working relationships with internal teams, leadership, and external partners and customers. Adhere to all CCAT safety policies and procedures to maintain a safe and compliant work environment. Perform all other duties as assigned. Education Business, Engineering or a related field degree required; an equivalent combination of education and relevant experience may be considered. PMP Certification is a plus. What Helps You Succeed Minimum of 5 years of program management experience (8-10 preferred), preferably in a technical, manufacturing, workforce development, or customer‑facing environment; experience with state or federal government programs preferred. Proven ability to lead end‑to‑end program or product management initiatives from planning through execution and closeout. Experience in managing complex, multi‑task contracts or subcontracts, including the preparation of cost, schedule, and performance reports. Strong ability to communicate effectively with executive leadership, cross‑functional teams, and external stakeholders. Skilled at translating complex problems into clear, actionable insights under tight timelines, and presenting them to both operational and executive audiences. Track record of building collaborative relationships across departments and stakeholder groups. Capable of independently managing multiple priorities in a fast‑paced, empowered environment. Commitment to process‑oriented thinking and adherence to standard operating procedures. Proficiency in using program management software and tools effectively. Must be a U.S. person as defined by U.S. export control regulations and able to comply with all applicable export control requirements. Nice to Haves Experience managing government‑funded programs, grants, or contracts. Background in workforce development, training programs, or talent pipeline initiatives. What the Work Environment Looks Like This is a full‑time, on‑site role based in East Hartford, CT, with a standard Monday–Friday schedule and flexibility for occasional early mornings, evenings, or travel to business‑related sites and partner engagements. The position involves frequent use of a computer, participation in in‑person and virtual meetings, and occasional movement within the office for collaboration. Light lifting of materials (up to 20 lbs.) may be required during events or program activities. The work environment is a professional office setting with moderate noise levels (e.g., conversations, printers, foot traffic).
