Position Overview

We are seeking a highly analytical, connection-obsessed, and systems-minded Senior Technical Writer to join our core digital modernization group under a full-time offshore remote contract framework based anywhere in Egypt. Operating as the primary documentation architect for major public sector transformation tracks, you will step up to claim true individual operational and versioning accountability over transforming complex system specifications into accessible formats. Shifting completely away from routine landing page proofreading, basic administrative text entry, or plain marketing copywriting, you will run an active system requirements logging, multi-layered compliance auditing, and bilingual data parsing laboratory—partnering face-to-face with core backend developers, software architects, government compliance officers, and cross-functional agile teams. This position requires a technical communication veteran with 3-5+ years of craft depth who builds advanced structural documentation templates fluidly natively using Technical Writer methodologies, evaluates governmental data privacy and accessibility boundaries cleanly, and commands complex post-deployment handover cycles confidently under fixed core hours running from 8:00 AM to 5:00 PM Dubai Time.

Key Responsibilities

• Core Engineering Document Creation: Extract and synthesize dense engineering inputs from development pods to produce highly accurate, scannable documentation including System Architecture layouts, integration manuals, and complete API descriptions cleanly natively utilizing Technical Writer best practices.
• Public Sector Requirements Authoring: Code, format, and structure formal government-facing requirements papers—comprehensively covering Business Requirements Documents (BRD), Software Requirements Specifications (SRS), and User Requirements Specifications (URS).
• End-User Adoption Tooling: Create clear, user-friendly operation manuals, administrator deployment guides, onboarding tutorials, and educational training materials to maximize user adoption inside government environments.
• Bilingual Text Adaptation: Execute high-fidelity technical translations and documentation formatting across both English and Arabic, maintaining precise technical terminologies across bilingual systems.
• Compliance and Accessibility Auditing: Review, edit, and refine code tracking papers to secure total adherence to government standards, focusing on data privacy regulations, audit trails, and WCAG accessibility compliance frameworks.
• Agile Version Control Repository Management: Manage and maintain central knowledge-base properties throughout the software development lifecycle using advanced collaboration tools including Confluence, Azure DevOps, SharePoint, and Adobe Acrobat Pro.
• SME Workshop Facilitation: Plan and conduct structured technical extraction interviews and workshops with Subject Matter Experts (SMEs) to translate complex runtime workflows into structured summaries.

Required Skills & Qualifications

• Bachelor’s degree in English with a technical specialization, Computer Science, Software Engineering, or an equivalent practical system-documentation background.
• A minimum of 3 years of verified professional history running technical writing, digital content operations, or requirements engineering pipelines (5+ years strongly preferred).
• Complete technical fluency in both English and Arabic (C1/C2 capabilities preferred, minimum B2), with a deep grasp of standard regional and international computer science terminology.
• Expert-tier capability compiling multi-threaded software specs and drafting automated template forms natively utilizing Technical Writer strategies.
• Advanced operational literacy handling corporate documentation repositories and agile workflow modules across Confluence, Azure DevOps, SharePoint, and Adobe Acrobat Pro.
