Position Summary

The Passenger Advocate, Mobility Manager, Marketing & Regulatory Compliance Coordinator helps individuals understand, access, and confidently use River Bend Transit services. The position provides passenger education and travel training, identifies and helps remove transportation barriers, develops community partnerships, promotes transit services, and supports the agency’s regulatory and grant compliance responsibilities.

This position focuses on improving the mobility and independence of seniors, individuals with disabilities, veterans, low-income residents, and other members of the public. It also serves as a liaison between River Bend Transit, its passengers, community organizations, transportation providers, and government agencies.

Essential Duties and Responsibilities

Passenger Advocacy and Travel Training

• Serve as an advocate and resource for current and prospective passengers.
• Teach passengers how to schedule trips, understand fares and service policies, prepare for their rides, and safely use River Bend Transit.
• Provide individual and group travel training for passengers, caregivers, healthcare providers, employers, schools, and community organizations.
• Help new or uncertain passengers become more comfortable and confident using public transportation.
• Assist passengers in identifying appropriate transportation services and available funding resources.
• Provide transportation information and referrals to individuals experiencing mobility barriers.
• Follow up with passengers when needed to ensure they can successfully access services.
• Gather passenger feedback and recommend improvements to accessibility, customer service, and the overall rider experience.
• Periodically ride RBT vehicles to interact with passengers and evaluate service from the passenger’s perspective.

Mobility Management and Community Partnerships

• Identify transportation needs and service gaps throughout Cedar, Clinton, Muscatine, and Scott Counties.
• Build relationships with human service agencies, healthcare providers, employers, senior facilities, veterans’ organizations, schools, local governments, and other community partners.
• Coordinate with transportation and human service providers to improve access and reduce duplication of services.
• Promote transportation as an important part of healthcare access, employment, education, independent living, and community participation.
• Participate in mobility management networks, advisory groups, community meetings, and transportation planning activities.
• Maintain current information about transportation providers, mobility programs, and community resources.

Marketing and Community Outreach

• Develop and carry out marketing and public outreach activities that increase awareness and use of River Bend Transit.
• Create brochures, flyers, rider guides, newsletters, presentations, press releases, and educational materials.
• Provide updates for RBT’s website.
• Promote services through community events, public presentations, health fairs, senior centers, schools, employers, and partner agencies.
• Develop targeted outreach for seniors, veterans, individuals with disabilities, low-income residents, and other underserved populations.
• Track outreach activities and evaluate their effect on ridership and community awareness.
• Ensure public information is accurate, accessible, and written in clear, passenger-friendly language.

Regulatory Compliance

• Assist the Executive Director with Federal Transit Administration, Iowa DOT, and other applicable compliance requirements.
• Help maintain and update required programs, policies, and records, including:
• • Title VI and Limited English Proficiency requirements
  • Americans with Disabilities Act policies
  • Public Participation Plan
  • Nondiscrimination and complaint procedures
  • Civil rights and public notice documentation
• Coordinate required public notices, meetings, hearings, and outreach activities.
• Maintain organized and audit-ready compliance files.
• Assist with regulatory reviews, site visits, audits, corrective actions, and required reporting.
• Protect confidential passenger, employee, and agency information.

Grant Research and Program Support

• Research federal, state, local, corporate, and foundation funding opportunities.
• Monitor grant announcements, application deadlines, and reporting requirements.
• Assist with grant applications, narratives, budgets, supporting documents, and performance measures.
• Help maintain grant files and track program goals, deadlines, and deliverables.
• Assist with grant progress reports, reimbursement documentation, and closeout activities.
• Identify grant opportunities that support mobility management, passenger services, marketing, accessibility, and transportation coordination.

Reporting and Administrative Support

• Prepare reports on passenger advocacy, travel training, outreach, ridership development, grants, and compliance activities.
• Assist with Board reports, presentations, community surveys, and transportation needs assessments.
• Maintain accurate electronic and paper records.
• Attend training, conferences, and meetings relevant to the position.
• Perform other related duties as assigned by the Executive Director.

Minimum Qualifications

• Associate degree in marketing, communications, public administration, human services, social work, transportation, business, or a related field. A bachelor’s degree is preferred.
• Relevant education and experience may be substituted for the degree requirement.
• Experience in public transportation, customer service, community outreach, marketing, human services, grant development, or regulatory compliance is preferred.
• Valid driver’s license and an acceptable driving record.
• Ability to travel throughout the River Bend Transit service area.

Knowledge, Skills and Abilities

• Strong written, verbal, customer service, and public speaking skills.
• Ability to work respectfully with seniors, individuals with disabilities, veterans, low-income residents, and people from diverse backgrounds.
• Ability to explain transportation services and policies in a clear and understandable manner.
• Strong organizational skills and attention to detail.
• Ability to manage several assignments and deadlines.
• Ability to develop partnerships with community organizations and government agencies.
• Knowledge of, or ability to learn, public transit, ADA, Title VI, FTA, Iowa DOT, and nonprofit requirements.
• Proficiency with Microsoft Office, social media, websites, presentations, and electronic recordkeeping.
• Ability to collect information, analyze basic data, and prepare reports.
• Ability to maintain confidentiality and exercise sound judgment.

Working Conditions

The position is based primarily in an office but requires frequent travel throughout the service area. Duties include attending community events, visiting partner agencies, riding transit vehicles, and making public presentations. Occasional evening or weekend work may be required. The employee may occasionally be required to lift or move outreach materials and event supplies weighing up to 25 pounds.
