Introduction The State of Connecticut’s Office of Policy and Management (OPM) is seeking a highly organized and results-oriented Enterprise Project Manager—Special Projects (Executive Assistant 1) to help deliver some of the Administration's most important cross-agency initiatives. Working directly with the Undersecretary—Special Projects, this position will convert policy direction into executable work plans, coordinate teams across agencies, track commitments and risks, prepare executive-level status reports, and help ensure that projects remain aligned with OPM policy goals, budgets, and timelines. LOCATION: Office of Policy and Management ADDRESS: 450 Capitol Avenue, Hartford, CT WORK HOURS: Full-time, first shift, 40 hours per week SCHEDULE: Monday through Friday About Us At OPM we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor. The Role The Enterprise Project Manager will provide the day-to-day management discipline needed to move complex projects forward. The position will not merely schedule meetings: it will structure work, define deliverables, surface decisions, analyze progress, coordinate dependencies, and help project teams solve problems before they become barriers. Initial assignments are expected to support statewide overtime, workers' compensation, and housing initiatives, with additional projects assigned as priorities evolve. Learn more about making an impaCT by serving the state of Connecticut by watching the video below: Purpose of Job Class (Nature of Work) Acts as an executive assistant to a state elective officer or department head as defined in Section 4-5 of the Connecticut General Statutes and performs such duties as are assigned. Examples of Duties Develop and maintain project charters, scopes, objectives, work breakdown structures, schedules, milestones, responsibility assignments, resource needs, and performance measures for assigned initiatives. Translate policy objectives and executive decisions into clear deliverables, owners, deadlines, dependencies, and implementation steps. Coordinate interagency project teams; establish effective meeting and reporting cadences; prepare agendas and decision materials; document commitments; and ensure timely follow-up. Maintain project dashboards, action logs, decision logs, risk and issue registers, and other management tools that provide an accurate view of progress and accountability. Identify schedule, scope, resource, legal, fiscal, labor, procurement, technology, and stakeholder risks; work with responsible parties on mitigation; and elevate unresolved issues with recommended options. Collect and analyze operational, fiscal, workforce, and program data; validate information with participating agencies; and translate findings into concise reports and actionable recommendations. Monitor whether project activities and proposed solutions remain aligned with OPM and Administration policy goals, approved budgets, statutory authority, and intended outcomes. Prepare concise executive briefings, status reports, presentations, implementation updates, and decision memoranda for the Undersecretary, OPM Secretary, Governor's Office, agency leaders, and other stakeholders. Coordinate internal and external resources, including subject-matter experts and consultants; monitor deliverables; and support development of scopes of work and performance expectations when needed. Support change-management and implementation activities, including stakeholder mapping, communications, training coordination, readiness assessment, and transition to ongoing agency operations. Develop common project-management templates and practices for the special-projects portfolio and document lessons learned to improve future execution. Perform related duties as required. Preferred Qualifications Experience creating and maintaining project charters, integrated work plans, schedules, responsibility matrices, risk registers, dashboards, performance measures, and executive status reports. Experience coordinating teams where participants report to different organizations and the project manager must achieve results through influence, facilitation, and follow-through. Experience analyzing operational, fiscal, workforce, or program data and presenting clear findings and recommendations to senior leaders. Experience managing multiple priorities and deadlines. Experience working with Microsoft Excel, PowerPoint, Word, Teams, and SharePoint and experience with project-management or work-tracking tools. Project Management Professional (PMP), Lean, Six Sigma, Agile, or comparable project-management or process-improvement training. Experience in state or local government, labor and workforce operations, workers' compensation, housing, budget, or policy implementation. An advanced degree in public administration, public policy, business administration, operations, project management, or a closely related field. Conclusion
