Water Resources Project Manager

This posting is for the State of Hawaii, Department of Land and Natural Resources, Commission on Water Resources Management. This position is located in Downtown, Oahu. The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Land and Natural Resources. This position serves as the head of the Ground Water Branch and is responsible for the overall operations of the Branch, including supervising the three section heads and their staff, and regulating all ground water use through well, pump, and ground water use permits. The position oversees the protection of water resources through its enforcement of the code and regulation of source water infrastructure and end use, and performs other duties as assigned. Citizenship Requirement Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply. Recommended Qualifications Principles and practices of hydrology and geology and their application to Hawaii-specific groundwater management problems such as well development, water levels and salinity, pumping impacts, and saltwater intrusion. Principles and practices of hydrologic data collection, analysis, and interpretation. Working knowledge of mathematical and statistical methods used in hydrologic analysis. Knowledge of the use and limitations of hydrologic models and the fundamentals of database management. Familiarity with geophysical logging and subsurface mapping methods used to evaluate groundwater conditions in volcanic aquifer systems. General knowledge of Hawaii water resource management laws, policies, and public trust responsibilities. Skills/Abilities Gather and analyze necessary information, identify problems accurately, and develop sound conclusions and recommendations, including where information is incomplete or no clear precedent exists. Read, understand, and interpret complex written materials, including laws, rules, regulations, policies, and technical documents. Communicate effectively orally and in writing with staff, government officials, regulated entities, stakeholders, and the public. Establish and maintain effective working relationships with supervisors, peers, subordinates, government officials, regulated entities, stakeholders, and members of the public. Plan, organize, assign, coordinate, direct, and evaluate the work of Branch staff; train employees and address performance issues. Plan, coordinate, direct, and supervise hydrologic studies and investigations. Collect, analyze, evaluate, and interpret groundwater and related hydrologic data. Apply mathematical and statistical methods used in hydrologic analysis; review and evaluate mathematical, statistical, and hydrologic analyses prepared by staff or consultants. Develop and implement program plans, policies, procedures, priorities, and work assignments. Apply and enforce applicable laws, rules, policies, permit conditions, and procedures; and determine and direct appropriate compliance and enforcement actions. Conduct and participate effectively in staff, interagency, public, and technical meetings. Prepare clear technical correspondence, reports, and recommendations. Proficiency in the use of Geographic Information Systems (GIS) to plot locations, review map layers, and identify relevant land use, zoning, jurisdictional, and natural-resource information. Understand and interpret geophysical logging results and subsurface maps used to evaluate groundwater conditions in volcanic aquifer systems. Ability to use standard office software, including spreadsheets, and word-processing applications. Ability to learn and use program databases and information systems, including the Water Resource Information Management System (WRIMS). Exercise sound judgment, tact, and discretion. Recommended Education Graduation from an accredited four (4) year college or university with a bachelor’s degree in engineering, hydrology, geology, environmental science, or a closely related field. Recommended Specialized Experience Six (6) years of progressively responsible professional work experience in the hydrological sciences with emphasis on groundwater hydrology as related to the State of Hawaii. Recommended Supervisory Experience Two (2) years of supervisory experience overseeing administrative and professional subordinates. Substitutions Allowed A Master of Science degree in the field of hydrology, geology, or water resource management may be substituted for two (2) years of work experience. License Requirement Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii. Quality of Experience Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.
