About the Organization Purple Line Transit Operators (PLTO) is a member of a private consortium (Purple Line Transit Partners) which holds a Public-Private Partnership (P3) contract with the Maryland Department of Transportation/Maryland Transit Administration (MDOT/MTA) for the design, construction, operation, maintenance, and financing of the Purple Line, a new 16 mile/21 station light rail transit line located in Montgomery County and Prince George's County, Maryland ( PLTO's role in the Project is for the Operations and Maintenance (O&M) of the Purple Line for a 30-year O&M Period after the service opens to the public, currently scheduled for winter 2027. Prior to this opening, PLTO is responsible for participating in system design, testing, and service start-up activities; conducting certain facilities and equipment maintenance scopes; and building the organization which will perform the O&M Period activities. PLTO is a limited liability company comprised of two members Alternate Concepts Inc. (ACI) and CAF USA, Inc. (CAF). ACI is an industry leader in mass transit operations and maintenance and is the O&M provider for the only two Design-Build-Operate-and-Maintain (DBOM)/Design-Build-Finance-Operate-and-Maintain (DBFOM) transit projects in the U.S: Tren Urbano in San Juan, Puerto Rico and Eagle P3 in Denver, Colorado. CAF USA, Inc. (a division of the international Spanish railway manufacturer Construcciones y Auxiliar de Ferrocarriles) designs, manufactures, maintains, and supplies equipment and components for railway systems and is a certified rail maintenance organization with a presence on five continents. Provides analysis and recommendations that improves performance and safety while reducing risk. This position supports the development of intervention strategies to resolve identified unsafe acts and conditions observed, produces reports, maintains records, and serves as the official representative of the Safety department on accident and incident sites. Responsibilities/Essential Functions Conducts environmental hazard inspections and assists with new safety guidelines to protect workers from unsafe work methods, processes or other hazards not previously identified. Inspects work areas to detect unsafe or unhealthy working conditions. Conduct safety investigations, audits records, and makes recommendations for improving safety and best practice. Perform independent audits and inspections of equipment, facility and/or operations to detect unsafe conditions and practices to ensure compliance with Federal, State, and local laws, regulations, and codes. Perform follow up inspections and tracks open items identified during the inspection process. Develop data matrices to track unsafe operations trends and maintains safety data. Assess safety related training materials and classes to ensure they reflect current operating procedures and recommend changes to the Director of Safety and appropriate departments, as necessary. Assist in the development of safety and security policies and procedures in support of PLTO. Participate in emergency response for the Safety Department. Responds to PLTO emergencies and serves as the official Safety Representative on the accident and or incident scene. Manage the claims intake process and secures recorded media for incidents, accident, and injuries. Maintain control over the claims process to assure that claims are being settled fairly, consistently, and in the best interest of the company. Cooperates with General Counsel, as necessary. Maintain the integrity of claim data in the risk management information system database, ensures that online claims reporting to the Third-Party Administrator for all automobile, workers compensation, and property damage claims are accurate and up to date. Oversee the process of collecting, analyzing, and evaluating data and information related to bodily injury and property damage claims brought against PLTO property or personnel. Conduct trend analyses geared toward reducing accidents and injuries and recommends intervention strategies to enhance safety awareness and accident reduction. Coordinate and chair the company’s Safety Review Committee under the direction of the Chief Safety Officer. Assist with administering the Drug & Alcohol (D&A) program, DOT compliance, and Department of Motor Vehicles (DMV) record review. Prepares routine and special reports as needed. Support Safety Risk Management (SRM), Safety Assurance (SA), and Safety Promotion activities in accordance with PLTO’s Safety Management System (SMS) Plan and 49 CFR Part 673. Coordinate with emergency responders, law enforcement, and internal departments during safety or security-related incidents; this position does not perform law enforcement functions. Cooperatively and efficiently performs related tasks and duties as required. Knowledge, Skills and Abilities Thorough knowledge of transit services, routes, and schedules. Strong knowledge of all applicable Transportation based regulations such as FTA, OSHA, and DOT. Ability to interpret and enforce collective bargaining agreement. Knowledge of regulations and corporate safety programs and policies. Ability to plan, organize and evaluate safety programs. Ability to establish and maintain effective working relationships with other departments. Ability to communicate effectively orally and in writing. Strong analytical and fact-gathering skills to effectively conduct fair and reliable investigative reporting. Ability to make independent decisions within scope of responsibility. Excellent customer relations and employee motivation skills. Working knowledge of computer systems and software, including Microsoft Word, Excel, Outlook, and CAD/AVL systems used for incident reconstruction, vehicle tracking, response timeline analysis, and data validation. Education and Experience A Bachelor’s Degree or higher from an accredited college or university with major coursework in Safety, Safety Management, Transportation, Emergency Management, or a related field. Experience working in transit, preferably a union environment. Minimum of three (3) years of direct experience within the Transportation industry or related with a focus on safety and compliance. Knowledge of DOT, OSHA and FTA requirements and regulations is preferred. Extensive overall experience may be considered in lieu of advanced education.
