Compliance Officer IIIThe Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job. The Compliance Officer conducts desk audits, investigations, and compliance reviews of businesses to ensure compliance with Unemployment Insurance Tax requirements under M.G.L. Chapter 151A and applicable federal and state regulations. Analyze and evaluate financial and payroll records including tax returns, payroll registers, bank records, general ledgers, Forms 940 and 941, W-2s, contract labor accounts, 1099s, and related documentation to identify compliance issues, underreported wages, employee misclassification, and other discrepancies. Issue accurate determinations related to unemployment insurance tax liability, employee classification, wage reporting, and audit findings in accordance with established laws, regulations, policies, and procedures. Complete cases from initiation through final resolution, including conducting follow-up activities, resolving outstanding issues, tying up loose ends, and ensuring all required documentation and actions are finalized accurately and timely. Assist constituents, employers, and third parties with reporting business updates, account changes, wage information, and other required unemployment insurance reporting obligations. Ensure all audits, determinations, investigations, and related case documentation are completed timely, accurately, and in compliance with federal quality standards and departmental requirements Work with supervisors and management to recommend appropriate enforcement or corrective action in cases involving noncompliance, underreporting, fraud, or other illegal activities identified during the audit process. Manage and prioritize a large caseload while meeting established productivity expectations, including completion of a minimum of 90 audits per review period. Communicate professionally and effectively with employers, attorneys, CPAs, internal and external agency representatives, and other stakeholders regarding audit findings, compliance requirements, laws, regulations, policies, and procedures. Utilize web-based systems, departmental applications, and related technology to conduct research, maintain records, process case activity, and support daily operational functions in both telework and office environments. Maintain accurate and complete case records, audit documentation, and system updates in accordance with departmental standards and confidentiality requirements. Perform assigned operational duties, special projects, quality reviews, and other related responsibilities as required to support departmental objectives and program integrity. This is a hybrid position that requires regular in-office attendance at DUA's Boston office once per week. The in-office schedule is determined based on business needs and may be adjusted at any time to accommodate training requirements, operational needs, meetings, or other organizational priorities.First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or regulatory administration work (B) and equivalent combination of the required experience and the substitutions below. Substitutions: A Bachelor's or higher degree may be substituted for a maximum of the two years of the required experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
