Job Title Contracting & Acquisitions Agent I (Agency 340, Logistics – Procurement) Location Oklahoma City – 123 Robert S Kerr Position Type Full-time, Monday–Friday, 8‑5 Salary Up to $50,000.00 based on education and experience. Position Summary Review of requisitions, specifications, development of contracts and competitive bid documents, management of competitive bidding process, award of contracts, administration of contracts, contract file of record, renewals, change orders, encumbrance maintenance, and closing of contract files. Employees perform professional and technical work at full performance level in contracting and procurement of goods and services for a state agency. Key Responsibilities Perform lifecycle of procurement process: planning, managing, purchasing goods and services, selecting suppliers; drafting, evaluating contracts (excluding sub‑recipient contracts at Level I); maintaining supplier relationships. Draft and review specifications and requisitions developed by other agency divisions; determine efficacy and compliance of acquisition method. Maintain bidder lists, product and services information, supplier information, acquisition records. Make recommendations to management concerning products, services and sources of supply. Advise agency personnel on departmental rules, Central Purchasing regulations, laws; provide technical guidance and training to staff and vendors. Represent agency at public and private sector meetings, explain functions, procedures and legal guidelines for state purchases and contracts. Act as liaison to Central Purchasing for divisions. Respond to other duties as assigned. Other Duties Demonstrate knowledge of and support mission, vision, value statements, standards, policies, procedures, operating instructions, confidentiality standards, and code of ethical behavior. Qualifications Education and experience: Three years of technical clerical work or equivalent combination of education and experience. Must obtain and maintain Certified Procurement Officer (CPO) Certification within first two weeks of employment. Knowledge of complex records, procurement, purchase, contract or acquisition of goods and services. Awareness of recent developments, trends, economic factors affecting acquisition of goods and services. Experience with writing specifications; competitive bid methods and procedures; state purchase laws and regulations; commodity and service markets, pricing methods and market resources. Effective communication, project management, bid evaluation, contract award and specification drafting. Physical Demands and Work Environment Office setting with climate control, moderate noise levels; requires standing, walking, reaching, long periods sitting, daily use of computers and phones. Willingness to travel as required; office presence essential.
