The starting rate of pay is $102,690 (min) to $131,572 (mid) annually, salary exempt. Work is performed under the supervision of the Director of Public Services. Essential Functions Supervises and directs all activities and programs in the Planning Department including planning, zoning, subdivision regulations, zoning ordinance, signage, and related activities. Updates the CIP, develops long and short range plans, gathers, interprets and prepares data for studies, reports and recommendations and coordinates Departmental activities with other departments and agencies. Coordinates and conducts site plans and plat reviews for conformance with existing regulations and sound planning practices. Receives drawings, site plans, applications and related documentation for dissemination and review for compliance with existing land use ordinances. Develops recommendations pertaining to planning and development issues and submits to the Planning Commission, Board of Zoning Appeals and/or Board of Mayor and Alderman for review. Adminiters land use regulations including subdivision regulations, municipal codes and state and federal legislation. Conducts site inspections for compliance with planning related requirements and coordinates with the Building Official on Certificates of Completion and Certificates of Occupancy as they relate to completion of site requirements. Participates in site evaluation of properties proposed for development. Manages plan reviews in Bluebeam of projects that require Planning Commision approval and administers comments from other Town staff in plan revisions and approvals reflected in the electronic permitting system. Administers the Town’s Floodplain Regulations. Researches, prepares and submits annexation petitions and notifies all Town Departments, state and federal agencies of incorporation. Prepares documentation required to update, amend and/or develop new land use regulations and prepares resolutions and ordinances when required. Responds to requests for information from local and regional officials, staff members and the public. Researches planning related grants and other funding sources and submits grant applications when appropriate. Directs and participates in annul budget preparations and monitors the expenditure of funds to ensure the accurate accounting of all receipts and expenditures. Recommends and implements operational policies of the Planning Commission. Remains current on pending legislative actions and changes occurring in the municipal planning and development field. Compiles statistical and historical data on human, economic development, demographics, land use, natural and cultural resources related to comprehensive planning, urban design and cultural resource management and development. Maintains all records, historical data and related documentation pertaining to prior, current and future planning and development activities. Responds to citizen complaints, questions and issues pertaining to land use ordinances and planning and development regulations. Manages the Tree City Program and the Tree Board. Performs related duties as required. Knowledge, Skills, and Abilities Comprehensive knowledge of legislation, codes and ordinances pertaining to community development and planning; comprehensive knowledge of the advanced principles and practices of urban planning and community development; comprehensive knowledge of economics, municipal finance, physical and environmental planning, and architecural design, as they apply to urban planning; comprehensive knowledge of current literature and recent developments in the field; general knowledge of the principles and practices of civil engineering, surveying, landsape architecture, and architecture as they relate to planning and subdivision design and control; comprehensive skill creating and modifying community development and planning documents; comprehensive skill analyzing census and GIS data and reports; comprehensive skill operating standard office equipment, hardware and software; comprehensive skill operating standard tools of the trade; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to effectively organize thoughts and speak in front of groups; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, officials, consultants, developers, design professionals, other government agencies and the general public. Education and Experience Graduation from an accredited college or university with a Masters Degree in Planning, Civil Engineering, or closely related field and a minimum of eight to ten years experience working in a Planning Department; excellent organizational, interpersonal, analytical and decision making skills; strong mathematical and communication skills; extensive knowledge of municipal codes and state and federal regulations regarding land use and environmental issues; or any equivalent combination of education and experience. Physical Requirements This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness or work, and observing surroundings and activities; the worker is subject to inside and outside environmental conditions. Special Requirements Tennessee department of environment and conservation erosion prevention and sediment control certification within one (1) year of hire.
