PROGRAM MANAGEMENT SPECIALIST

The primary purpose of this position is: Incumbent serves as the senior member of the Air National Guard's weather section at the Air National Guard Headquarters, Operational Directorate, and Operations Support Branch. Responsibilities Serves as the Air National Guard (ANG) single point of contact for programming actions relative to the future combat capability of ANG weather assets. Serves as Component Career Field Manager (CFM) for all ANG 15W WESOs and 1W0 Weather Operators across the entire Air National Guard and Functional Area Manager for all ANG Combat Weather Flights, ANG Weather Schoolhouse and all Weather PEC manpower support Air National Guard and Army National Guard units. Represents the Chief, National Guard Bureau (CNGB), Directors of the National Guard Bureau and the Air National Guard and coordinates with DoD, HQ USAF, MAJCOMs, the Air Force Weather (AFW), United States Army Forces Command (FORSCOM), United States Army Training and Doctrine Command (TRADOC), and United States Army Special Operations Command (USASOC). Executes fiscal Management of the ANG program workday, O&M and MILPERS allocations for all ANG Weather Personnel across the various supported mission profiles. Programs, tracks, and validates annual requirements for various types of workdays O&M and MilPers resources to meet training, exercise and readiness requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: applying advanced management and organizational principles/practices; working with weather operators and personnel in support of long-range war, mobilization, exercise, deployment, and similar operations planning efforts; and operation/sustainment of current weather systems, programs and their applicability to conducting combat air operations FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact ANG weather mission objectives both operationally and strategically. Ability to interpret and implement MAJCOM, Air Force and DoD policies and procedures and to develop command-wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program. Knowledge of planning, programming, and extensive experience in the preparation and management of budgets within the DOD system to include utilizing automated data systems and data processes to expertly analyze the NGB weather program fiscal management, human resources management, continuous process improvement, budgeting, procurement, and computer systems and applications. Knowledge of the ANG/ARNG/USAF weather command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect related programs, and the ANG weather mission. Knowledge of meteorological principles, procedures, requirements, and work techniques of the full range of advanced operations, instrumentation, and practices in the areas of weather observing, forecasting, communications, meteorological equipment, and support procedures including the ability to conduct and articulate fire-weather threat assessments in time of crisis. Comprehensive working knowledge of a wide range of tactical operations and equipment, principles and techniques of related weather policy, procedure, and regulatory guidance. Extensive headquarters level contingency operation, staffing, and coordination experience is required in order to meet the demand of this function. Skill in negotiating with Headquarters level management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. Superb interpersonal and excellent oral and written communication skills, ability to establish and maintain effective working relationships, and negotiate effectively and professionally. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
