Job Title: Streets Maintenance Technician

The City of South Lake Tahoe has an opening for a journey-level Streets Maintenance Technician (4 - 6 years experience) to join its Public Works team and perform a wide variety of tasks maintaining and repairing the streets and public areas of the City. This position works alone or in teams of 2 - 4 technicians based on the needs of the task. The role works a 7 am - 3 pm shift, Monday - Friday and may have on-call responsibilities for weekend and holiday needs. The position reports to the Maintenance Manager.

Identifying characteristics The Maintenance Technician III/IV series is an advanced journey level maintenance series. Positions at this level are distinguished from Maintenance Technician I/II by the level of responsibility assumed and complexity of duties assigned. Employees perform more difficult and responsible types of technical duties, including performing technically complex maintenance duties related to area of assignment. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility, sharing their expertise with other staff and assuming responsibility for broadening their skill base by assuming responsibility for a broader cross section of assignments. Maintenance Technician III/IV requires significant maintenance and operations skillsets. The role performs complex maintenance and operations tasks requiring specific knowledge, training, and/or certifications. Incumbents work with a high level of independence to perform assigned maintenance and construction work. Specific duties may vary depending upon the functional section to which work is assigned.

The Ideal Candidate will possess:

• 4 - 6 or more years of experience in progressively more responsible maintenance and reliability projects.

• A Commercial Driver's License with tanker endorsement and a clean DMV record

• Attention to detail when reading drawings, instructions, codes and safety notices

Placement in Maintenance Technician III or Maintenance Technician IV is at the discretion of the hiring manager provided the following criteria are met: (1) the minimum qualifications and the time-in-grade requirements are met; and (2) demonstration of the ability to independently perform the full scope of the assigned duties via completion of department training plan & testing. The selected candidate may be offered either the Maintenance Technician III or Maintenance Technician IV position based on demonstrated skill strength and experience.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Performs emergency repairs, as necessary and establishes proper traffic control devices in doing such work.
• Performs minor adjustments on service equipment; maintains tools and equipment in working order.
• Customer service and interaction with public
• Reads, interprets, and conveys schematics, drawings, codes, safety notices, SDS
• If assigned to a specific area, may assist with projects being completed outside of assigned area.
• Performs related tasks at the journey skill level across several functional areas
• Trains other maintenance workers as assigned.
• Safely operate all equipment within the Operations Division's functional areas
• Basic materials, labor and equipment estimating
• May represent division at meetings, trainings, or assignments
• Installs, repairs and maintains all municipal signs, sign posts and reflective traffic markers.
• Coordinates sign and traffic marker installation and maintenance activities with other City divisions and departments. Streets Assignment:
• Safely operates all vehicles, equipment and tools within assigned functional areas
• Performs layout of striping, signage, ditches, paving, walkways, forms, batter boards and all other lay out work required for providing finishes to meeting code compliance
• Fabrication and installation of signs utilizing sign design equipment and plotters.
• Performs paving asset condition assessments and data collection utilizing pavement management inspection criteria.
• Performs storm water infrastructure asset condition assessments and data collection
• TMDL testing as assigned.
• NPDES reporting as assigned
• Performs vehicle and equipment inspections at beginning of day
• May respond to emergency incidents involving Public Safety
• May be responsible for development of basic traffic control plans under supervision
• May assist in all other functional areas as assigned Snow Removal Assignment: Note: All Operations Division Employees will perform snow removal functions regardless of functional area specialties.
• Safely operates all vehicles and equipment such as trucks, sanders, snow plows, snow graders, snow blowers, and large trailers.
• Inspects snow removal equipment at beginning and end of shift.
• Provide fuel, lubricants and materials as needed.
• Formulates and mixes brine solutions as assigned.
• Inventories abrasives and de-icing material stockpiles and recommends quantity replacements.
• Inventories and reports on snow removal operations damage to public and private property under supervision of Lead Maintenance Technician
• Reports on NPDES abrasives collection
• Assists in emergency services as required.
• May be required to assist in snow removal code enforcement.
• Works nights/weekends/holidays as required, will be required to work 12 hr. shifts.

Knowledge of:

• Intermediate and complex building trades such as Carpentry, Roofing, Plumbing, Mechanical, Electrical, Accessibility, Title 24 Energy etc.
• Intermediate to complex civil engineering trades such as grading, paving, striping, traffic control etc.
• Significant knowledge of safe working practices
• Significant knowledge of Hazardous Materials practices
• Excellent customer service
• Knowledge of Cal-OSHA, Cal Trans, AASHTO, MUTCD standards
• Knowledge of Pesticide and chemical applications
• Basic Engineering principles, methods, and mathematics

Minimum Qualifications Education and Experience Guidelines: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education and/or Experience: - Formal or informal education or training that ensures the ability to read and write at a level necessary for successful job performance. - Two years full-time experience as a Maintenance Technician III or six years of general maintenance and construction in one or more of the following functional areas: parks, streets/storm drainage, facilities, snow removal. Certificates/License Requirements: Possession of a valid Class B California or Nevada driver's license (Commercial Driver's License subject to Department of Transportation drug testing requirements and DMV pull notice program).

• Tanker Endorsement
• IMSA Traffic Safety Specialist and Traffic Safety Through Work Zones Certificate
