SUMMARY

Under the general supervision of the Director of Finance or designee, the Financial Analyst performs financial analysis, reporting, and forecasting to support the organization’s financial planning and decision-making. The position collects, organizes, and analyzes financial and operational data from multiple sources; monitors financial performance against established plans and budgets; evaluates business performance and relevant market conditions; and prepares forecasts and periodic reports to support tactical and strategic decisions by leadership. The Financial Analyst also supports grant-related activities, including applications, modifications, financial monitoring, reporting, and closeout, and collaborates with internal departments and stakeholders on various financial initiatives and projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Additional duties may be assigned with or without prior notice.

Provides analytical, forecasting, reporting, and project support to senior management.

Uses multiple and diverse resources, including key metrics, financial results, and variance reporting, to assist managers with budget preparation.

Produces timely reports, including Provider Productivity compared to Budget Goals for review by the CFO, as well as additional reports used and reviewed by internal and external stakeholders.

Interprets and analyzes policy and financial data to support informed decision-making and communicates findings to internal and external stakeholders.

Monitors and manages department resources to ensure efficient operations and responsible stewardship of organizational assets.

Build annual operating budgets, perform monthly budget-to-actual variance analysis, and forecast future cash flows for community clinic expansions.

Evaluate and recommend payment rate adjustments and submit requests to external government agencies.

Evaluates financial and operational information to ensure compliance with budgetary requirements and organizational standards.

Collaborates with internal departments and external organizations to coordinate projects, resolve issues, and achieve organizational objectives.

Leads the annual, quarterly, and monthly budgeting and forecasting processes through applicable system software.

Conducts analysis to identify opportunities for performance improvement across the organization.

Analyze patient accounts receivable, encounter volumes, sliding-fee scale impacts, and collections performance

Produces monthly production reports from billing software and provides additional reporting as needed.

Prepare schedules and reports for external government audits, Uniform Data System (UDS) clinical/financial reporting, and board of Directors reviews.

Supports grant-related activities, including applications, modifications, financial monitoring, reporting, and closeout.

Demonstrates professionalism and provides quality customer service using AIDET Standards.

Ability to work with high volume of patients, internal/external customers, and deal with frequent changes, delay or unexpected events.

Demonstrates adherence to and observes all safety policies and procedures.

Maintains and adheres to HIPAA, employee confidentiality, and privileged communications (patient, employee, and corporation).

COMPETENCIES

Knowledge of business and management principles, including resource allocation and the coordination of people and organizational resources. Ability to interpret, analyze, and communicate policy, operational, and financial information to support informed decision-making. Ability to monitor and control resources and evaluate financial and operational information to ensure compliance with budgetary requirements and organizational standards. Ability to collaborate effectively with internal departments and external organizations to achieve project objectives. Strong time management and organizational skills, with the ability to prioritize responsibilities and meet established deadlines. Knowledge of restricted federal, state, and private foundation grants (such as Section 330 grants) to ensure compliance with cost allocation and maximum cost recovery.

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Finance, Accounting, Business Administration or related discipline required. Minimum five (5) years as a financial analyst, preferably within an FQHC or ambulatory care setting. Demonstrated proficiency in PPS rates, managed care capitation, and UDS preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, policy and procedure manuals. Ability to respond effectively to the most sensitive inquires or complaints. Ability to write routine reports and correspondence. Ability to speak effectively before groups of patients or employees of organization.

MATHEMATICAL SKILLS

Advanced business mathematic skills required. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, and commissions. Ability to apply concepts of Accounting and Finance.

REASONING ABILITY

Ability to apply sound judgment to interpret and carry out instructions in written or oral form. Ability to make appropriate job decisions following standard office policies and past precedents under limited supervision. Excellent analytical, independent decision-making, and problem solving skills. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Customarily and regularly uses discretion and independent judgment in performing the job.

COMPUTER SKILLS

Experience with word processing, spreadsheets, email, and keyboarding required. Microsoft Office and Google Suite skills required. Advanced proficiency in Excel, financial modeling, EHR, fund accounting platforms (e.g. MIP).

OTHER REQUIREMENTS

Required to pass a criminal history background check and drug screen upon hire. Annual health examination; annual Tuberculosis skin test clearance or chest x-ray; proof of immunity to MMR, Varicella, and Hepatitis B; proof of Tdap vaccine; during current flu season, must provide proof of influenza vaccine or a signed declination form. If declined, a flu mask is mandatory during flu season. Health screening requirements are subject to change based on CDC recommendations and federal, state, and/or local public health ordinances.
