We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the United States Capitol Police(USCP), Office of the Assistant Chief of Police for Uniformed Operations, Command and Coordination Bureau, Command Division, Communications Section. The Communications Section provides operational support to all the USCP campus and the Congressional community through a Computer-Aided Dispatch (CAD) radio system, answering 911 emergency calls from staff members, and monitoring the Close Circuit Television (CCTV) system. The incumbent of this position is the first line of defense for USCP field officers, USCP personnel, and requests for emergency services. It is also responsible for monitoring USCP security alarms, access control, and video security systems within the Capitol Complex. Utilizes a multi-channel radio and generated system to monitor alarms and cameras. Evaluates and prioritizes incoming telephone calls received on multiple phone lines. Determines phone call urgency and the need for dispatching police, fire, towing, and medical responses using the CAD system, telephones, multi-channel radios, telecommunication devices for the deaf, numerous law enforcement and agency databases, and automated map systems. Communicates with Department employees, other law enforcement and criminal justice agencies, emergency service providers, the Congressional community, and the general public to obtain and disseminate information. Inputs, updates, requests, transmits, and queries information from various sources to maintain accurate records or to access databases for information, warrant checks, intelligence, and/or driver's license and vehicle registration checks. Monitors all alarms, access control, and video security systems in the USCP Communication Center. Operates and monitors intrusion detection, access control, Members' duress, digital video, associated CCTV and assessment systems, and related security equipment to provide area and visitor surveillance assessments. Maintains security watch and safeguards covered areas by viewing and operating the CCTV. Monitors CRT/graphic screens to examine and respond to control alarms. Travel required: 1 Occasional Travel Supervisory status: False Promotion potential: 06 Requirements Must be a U.S. citizen. Must successfully complete a background investigation. Must complete a one-year probationary period. The USCP operates 7 days a week and 24 hours a day. Work assignments are typically within the District of Columbia commuting area. However, the initial work assignment for this position will be at a remote location in Manassas, Virginia, and work may be required on a rotational basis. Must complete all required training, including, but not limited to, an 18-week basic course. Please note that the training will be conducted at the Manassas, Virginia location. Must work rotating shifts during training and be available for any shift. Must work any assigned shift. Duty hours are subject to change to accommodate the needs of the Department. Additional duty hours may be required. Applicants must be willing and able to work nights, weekends, and holidays. Shift hours are as follows; however, they are subject to change. A 30-minute non-compensable meal period is included in every shift. 1st Shift: 10:00 pm - 6:30 am 2nd Shift: 6:00 am - 2:30 pm 3rd Shift: 2:00 pm - 10:30 pm Must have direct deposit. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. The incumbent of this position must have at least one (1) year of specialized experience at or equivalent to the CP-04 (GS-06) grade level. Examples of qualifying specialized experience: (1) Knowledge of operating procedures pertaining to security, dispatching, alarm monitoring, telecommunications, and computer databases to isolate and solve a wide range of recurring problems that affect prompt and accurate delivery of messages. (2) Skill in collecting and evaluating information, identifying critical facts, and recommending the appropriate course of action in a timely manner. (3) Knowledge of analytical and evaluation methods to interpret and organize data associated with security screening and dispatching activities. (4) Skill in navigating and utilizing multiple law enforcement specialized software platforms in accordance with authorized access and security protocols. Education There is no education substitution for experience in this series and/or grade. Additional Information Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification.
