The Vice President for Finance and Operations serves as Central Oregon Community Colleges chief financial officer and a key member of the Presidents leadership team, providing strategic direction for the Colleges financial health, operational effectiveness, and long-term sustainability. The position oversees budgeting and financial planning, procurement, risk management, contracts, fiscal project management, and real estate transactions, as well as provides operational leadership for Fiscal Services, Campus Services (facilities, grounds, maintenance and custodial), and the Bookstore. The VPFO collaborates closely with the president, college leaders, faculty and staff to support institutional priorities and support student learning and success.

- Provide strategic, innovative and systems-thinking leadership in the planning, implementation, and continuous improvement of the Colleges operations, including financial performance and within assigned areas of responsibility.
- In tandem with other College vice presidents, collaborate on the development of short- and long-term planning efforts to improve student, employee and community member experience, operational efficiency, and the fiscal management of the college.
- Foster collaborative relationships and establish trust across the College and with community partners to ensure organizational alignment on strategic and operational objectives.
- Communicate the need for change in a meaningful, collaborative manner effectively managing the change process.
- Build community support for the College through strategic partnerships with business and industry partners, as well as federal, state and local government authorities. Represent the College and participate on community boards and committees.
- Provide guidance and support to the President and Board of Directors on areas of responsibility as needed and requested.
Fiscal Leadership
- Serve as the Colleges chief financial officer. Provide strategic direction and leadership for budget planning, preparation, analysis, and projections. Ensure the provision of accurate and timely financial reporting to the President, Board of Directors, College constituents, and federal, regional, state, and granting authorities.
- Lead efforts to ensure the Colleges financial stability, including pursuit of potential bond opportunities, State of Oregon capital allocations, real estate transactions, entrepreneurial, and other unique revenue sources. Evaluate State, federal and other regulations to determine fiscal impact on the College.
- Serve as a staff member to the Board of Directors Real Estate, Investment and Budget Committees.
- Lead the presidents team and related groups through development of the Colleges annual budget progress, ensuring transparency, collaboration and communication.
- Supervise the Colleges bidding, purchasing, and contracting activities.
Operational Leadership
- Develop all Finance and Operations employees by hiring, coaching, mentoring, facilitating, and supporting professional development; promote active collaboration between all operations and other areas of the College. Areas of responsibility include Fiscal Services, Campus Services, Bookstore, as well as contracts, risk management, procurement, and project management. Combined these areas represent four direct reports and 87 FTE .
- Provide supervision and direction to the Controller to ensure accurate, effective and efficient budget processes; support college-wide budget managers through training, development, and communication; and provide strategic direction and leadership throughout the budget process.
- Provide supervision and direction to the Director of Campus Services to ensure facility operations including planned maintenance, construction and renovation, space planning, custodial and grounds keeping provide a welcoming, safe, sustainable and sanitary environment for students, employees, and community members.
- In coordination with the Director of the Bookstore, provide direction, long-term planning and financial sustainability for the bookstore, mail services and related logistical operations.
- Provide supervision and guidance for Finance and Operations project management needs by developing a policy framework and overall strategic direction.
- Provide leadership for the Colleges sustainability practices, both within Campus Services and as the leadership representative to the Sustainability Committee. Ensure timely communication of key indicators to internal and external constituents.
- Lead the Colleges Facilities Master Planning process and the development of long-range infrastructure in support of the Colleges strategic, sustainable growth.
- Supervise risk management work, contracts and procurement processes for the College. Assess risk and liabilities and contracts with insurance carriers to ensure appropriate coverage; interpret and implement legal direction from attorneys and State or other regulations; ensure related College policies are updated regularly.
- Review, assess and provide guidance to appropriate parties on College contracts.
- Analyze systems and processes throughout the College to improve efficiency, transparency and accountability.
- Coordinate and provide leadership to the Colleges building advocate program, a program designed to ensure collaboration and communication for lead staff within each building.

- Must have excellent communication, both written and verbal, meeting facilitation, conflict resolution, and public presentation skills.
- Must be able to manage and lead in a complex, fiscally challenging and rapidly changing environment.
- Must be able to make professional and clear presentations to the Board of Directors, Board of Director committees, legislative bodies and other external constituencies about financial and operational matters.

Minimum Requirements:
Education
- Bachelors Degree from an accredited institution in Business Administration, Management, Finance, Accounting, or a related field.
Experience
- Seven (7) years of increasingly responsible multi-fund management, senior-level leadership experience, including responsibility for fiscal control and other general management functions.
- Seven (7) years of leadership in the development, analysis, and implementation of effective and fiscally sustainable budget and administrative/operational strategies.
Preferred Qualifications:
Education
- Masters Degree in one of the fields noted above or a closely related one.
Experience
- Community college or other higher education experience strongly preferred.
- Experience advising and working in collaboration with boards.
- Experience working with facilities management, bond expenditures, and capital programs.
- Experience working with technology innovation as a means to improve work processes.
- Experience working with sustainable practices.
Certifications
- CPA , CMA or CPFO strongly preferred.
