Support continual workforce development on CoW processes. Communication of Stop Work Expectations: Develop and implement mechanisms to ensure all personnel are informed of Stop Work expectations and are empowered and obligated to intervene when unsafe conditions are observed. Leadership Engagement: Set and communicate expectations for leaders to actively engage with the workforce at sites, promoting an environment focused on SIF prevention. Record Retention & Documentation: Implement and maintain comprehensive CoW records and documentation in accordance with legal, regulatory, and company requirements. Risk-Based Safeguards: Utilize a risk-based approach to define and implement adequate safeguards for all tasks. Human and Organizational Performance (HOP): Integrate HOP principles into company practices and procedures. Measurement & Metrics: Establish, track, and review both leading and lagging metrics to assess CoW process effectiveness and drive continual improvement. Verification of Process Effectiveness: Develop and implement verification methods (e.g., audits, field verifications) to assure ongoing conformance to CoW processes and standards. Program Development: Establish and oversee programs such as respiratory protection, hazard communication, chemical inventory management, and hearing conservation. Compliance Management: Ensure all procedures meet OSHA, NIOSH, and other applicable regulations and standards.
