Due Date for Questions: July 16, 2026 Position Overview The Registered Nurse (RN) - Nurse Surveyor will support the New York State Department of Health (NYSDOH), Office of Aging and Long-Term Care, within the Metropolitan Area Regional Office (MARO). The position will provide regulatory surveillance and quality review support for licensed home care services agencies, certified home health agencies, hospices, and Home Health Aide Training Programs. The RN will evaluate agency compliance with applicable New York State laws, regulations, and codes; review corrective action plans; conduct off-site survey and complaint activities; and support enforcement and licensing initiatives. The ideal candidate will possess strong nursing surveillance, regulatory interpretation, documentation, and analytical skills. Key Responsibilities • Support surveillance teams by conducting quality reviews and evaluating agency compliance with applicable State laws, regulations, codes, and established healthcare standards. • Track, review, and evaluate agency-submitted Plans of Correction across assigned regions. • Communicate with healthcare agencies regarding requirements and expectations for acceptable Plans of Correction. • Conduct off-site post-survey revisits and evaluate agency corrective actions for regulatory compliance. • Review and evaluate new complaint intakes and determine appropriate triage levels. • Conduct off-site complaint investigations, including preparation of complaint write-ups and investigative documentation. • Communicate with complainants and conduct staff and patient interviews as part of complaint investigations. • Review patient information, observations, and relevant documentation to support investigative findings. • Prepare complaint determination letters, correspondence, and other regulatory documentation.
• Review healthcare agency policies and procedures for compliance with applicable requirements. • Develop reports and regulatory documentation using applicable computer programs and data systems. • Participate in agency license amendments, license opening and closing reviews, and change-of-ownership procedures. • Support enforcement actions involving home care agencies, including preparation for and participation in administrative hearings. • Testify at hearings when required and provide clinical or regulatory information related to surveillance findings. • Review Statements of Deficiencies to ensure compliance with established Principles of Documentation. • Participate in meetings, committees, regional office initiatives, and special projects. • Maintain accurate and timely records of surveillance, complaint, licensing, and enforcement activities. Work Schedule & Conditions • Schedule: Monday - Friday • Shift Hours: 8:00 AM - 5:00 PM • Overtime: Not required • Travel: Not required • Holidays: Not required to work on New York State holidays Program & Office Information • The position is based within the Metropolitan Area Regional Office (MARO) in New York City. • The Center for Home and Community Based Services Surveillance is responsible for the licensure and surveillance of Licensed Home Care Services Agencies (LHCSA), Certified Home Health Agencies (CHHA), hospices, and Home Health Aide Training Programs (HHATP). • The Center evaluates provider compliance with New York State laws, regulations, and codes and investigates complaints involving regulated healthcare providers. • The selected candidate will primarily support surveillance teams through quality reviews, complaint investigations, and regulatory compliance activities. Qualifications & Requirements • Must be a Registered Professional Nurse licensed and currently registered to practice nursing in the State of New York • Strong clinical nursing knowledge and professional judgment • Excellent verbal, telephone, listening, and written communication skills • Excellent writing, editing, documentation, and report preparation skills • Strong organizational skills and ability to manage multiple regulatory and administrative assignments • Working knowledge of Microsoft Office products • Experience working with complex data entry and electronic information systems • Ability to review and interpret healthcare policies, procedures, clinical documentation, laws, and regulations • Strong analytical, investigative, and problem-solving skills • Ability to communicate professionally with healthcare agencies, complainants, patients, staff, and regulatory stakeholders Preferred Qualifications • Experience in nursing surveillance, healthcare regulatory compliance, utilization review, quality assurance, or healthcare investigations • Strong clinical assessment and nursing surveillance skills • Experience interpreting laws and regulations governing healthcare, adult care, assisted living, home care, or long-term care services in New York State • Proficiency navigating computer applications utilized for surveillance or utilization review activities • Experience with SharePoint and the Electronic Plan of Correction system • Strong ability to interpret complex regulatory requirements accurately and efficiently • Experience reviewing Plans of Correction, Statements of Deficiencies, or healthcare compliance documentation preferred Background Check Requirements • Must successfully complete all agency-required background checks and credential verification prior to assignment Vaccination & Medical Requirements • Must meet all agency medical clearance and health screening requirements, if applicable Required Training • Agency-specific orientation, regulatory surveillance, and program training will be provided as required prior to or during the assignment
