Biomedical Equipment Support Specialist

VETERANS HEALTH ADMINISTRATION

Summary

This Biomedical Equipment Support Specialist (BESS) position is located within the Facilities Management Service at the North Florida/South Georgia Veterans Health System (NF/SGVHS). The incumbent will partake in the lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. The vacancies available are at Gainesville and Jacksonville. Applicants can select their preference.

Duties

Help

The Biomedical Equipment Support Specialist (BESS) coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service FMS), Office of Information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Logistics, Contracting, Informatics, and Environmental Management Service (EMS).

Specific tasks of the BESS include but are not limited to the following:

  • Handles incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services.
  • Utilizes common test equipment including but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters.
  • Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (MMI).
  • Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Management (HTM) Documentation of Services guidelines and other organizational requirements.
  • Applies basic networking principles to resolve medical system communication issues including, but not limited to, node to server failures. Adheres to VA Medical Device Cyber Security policies an procedures in pre-procurement, during system implementation, and throughout the life of the system. Loads operating system (OS) and clinical application software as needed.
  • Utilizes in-depth knowledge of computer hardware, software, communication standards, security, storage media, etc. to maximize the usage and functionality of complex, integrated medical equipment systems and networks.
  • Utilizes and maintains computer and server based medical equipment, medical record databases, and proprietary and genetic software, and interlaces networked medical equipment to these systems. Identifies and troubleshoots issues related to VLAN configuration, IP addressing, sub-netting, HL7 messaging, DICOM standards, and network security to minimize downtime.
  • Determines parts needed to repair equipment and identities potential sources, including alternatives to manufacturer and manufacturer's parts to optimize cost effectiveness and, in some cases, find means of repairing equipment for which the manufacturers have discontinued support.
  • Develop specifications, statements of work, salient characteristics, and sole source justifications as necessary to enable contracting staff to procure materials and services needed to perform maintenance and repair of equipment systems.
  • Performs testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Learns and adheres to Medical Device Isolation Architecture (MDIA) Guidelines in both pre-procurement and during system implementation.
  • Develops and maintains knowledge of the state of the art in medical technology, including scientific advances, basic network protocols and medical device security, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Knowledge and training is obtained from formal(conference, classes) or informal (magazines, articles, peer training) means. As this is a developmental level 2 position, the employee will spend time working with more experienced BESS and/or Biomedical Engineer to learn and develop technical and administrative skills.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 08/27/2026

Basic Requirements :
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Biomedical Equipment Support Specialists (BESS) must be proficient in spoken and written English.
  • Education, Experience, or Certification:
  1. Associates or higher degree in the biomedical technology or biomedical engineering field; OR,
  2. Associates or higher degree in electronics, a field of information technology, or engineering (other than biomedical engineering) AND 1 year of creditable experience; OR,
  3. Completion of the Department of Defense (DOD) biomedical equipment technician training program; OR,
  4. Completion of a DOD training program in repair and maintenance of electronic systems or information technology AND 1 year of creditable experience; OR,
  5. Completion of a biomedical engineering technician or Healthcare Technology Management (HTM) certificate program that included an internship or apprenticeship; OR,
  6. Completion of biomedical engineering technician or HTM certificate program that did not include an internship AND 1 year of creditable experience; OR,
  7. Hold or having ever held certification as a Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), Certified Laboratory Equipment Specialist (CLES), or Certified Healthcare Technology Manager (CHTM). Continuous maintenance of certification is not required throughout VHA employment.

Foreign Education . To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations : In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.

Biomedical Equipment Support Specialist, GS-05
  • Experience or Education. None beyond the basic requirements.
Biomedical Equipment Support Specialist, GS-07
  • Experience. One year of creditable experience equivalent to the next lower grade. AND
  • Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs:
    1. Knowledge of physics, anatomy, and physiology.
    2. Knowledge of electronics such as analog, digital, and microprocessor theory.
    3. Knowledge of the use of standard level test equipment such as multi-meters, electrical safety analyzers, patient simulators, storage oscilloscopes, manometers, and tachometers.
    4. Knowledge of basic networking concepts, such as computer and server hardware and software functionality, information technologies and computer virus protection software, available software patches and upgrades, and information security tools (for example, Microsoft Office, Windows operating systems, and McAfee).
    5. Skill in documenting all services provided in support of medical equipment and clinical systems in a computerized maintenance management system.
    6. Ability to learn equipment operating and maintenance procedures.
Biomedical Equipment Support Specialist, GS-09
  • Experience. One year of creditable experience equivalent to the next lower grade. AND
  • Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs:

    1. Knowledge of basic networking concepts including Access Control List (ACL), Transmission Control Protocol/Internet Protocol (TCP/IP), and Virtual Local Area Networks (VLAN).
    2. Knowledge of computer and server hardware and software functionality including virus protection, operating system patches and upgrades, and information security tools.
    3. Ability to interpret a variety of technical data such as schematic drawings, wiring diagrams, table charts, mathematical expressions, and formulas.
    4. Ability to use standard level test equipment including multi-meters, electrical safety analyzers, patient simulators, storage oscilloscopes, manometers, and tachometers.
    5. Ability to perform equipment maintenance and operating procedures.
Biomedical Equipment Support Specialist, GS-11
  • Experience. One year of creditable experience equivalent to the next lower grade. AND
  • Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs:


    1. Knowledge of standards including National Fire Protection Association (NFPA), Food and Drug Administration (FDA), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI) for safe operation of medical equipment and clinical systems.
    2. Skill in using test and calibration equipment including digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, manometers, tachometers, and Local Area Network (LAN) analyzers.
    3. Skill in interpreting a variety of technical data including schematic drawings and wiring diagrams.
    4. Skill in applying networking principles, such as Access Control List (ACL), Transmission Control Protocol/Internet Protocol (TCP/IP), and Virtual Local Area Networks (VLAN).
    5. Ability to perform advanced testing to troubleshoot medical equipment and clinical system interfaces.
    6. Ability to maintain medical computers and software.
    7. Ability to manage projects involving medical equipment and clinical systems.

The full performance level of this vacancy is GS-11 . The actual grade at which an applicant may be selected for this vacancy is in the range of GS-5 to GS-11.

Physical Requirements: Must be able to stoop, reach, kneel, crouch, and maintain intense concentration for long periods of time under most adverse conditions, such as troubleshooting, repairing and/or calibrating life-saving equipment while it is monitoring and/or supporting the life of a patient. Heavy lifting (over 40 lbs.) can be accomplished by getting assistance when needed. Circuit repairs required adequate eyesight and dexterity for working on high-density boards. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via government vehicle or privately owned vehicle.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
