Position Summary

Monitors and maintains division budgets. Leads the budget preparation process for assigned division(s) and/or department(s). Performs general budget support functions to assist in the development of the organization's budget. Performs or directs others in performing detailed budget and financial analyses. Assists in service delivery studies. Responds to budget, revenue, and expenditure inquiries from internal and external parties. Maintains current and comprehensive knowledge of federal, state, and local regulations affecting division operations, programs, and projects.

Essential Functions

Monitors and maintains division budgets: receives revenue and expenditure data; tracks expenditures and identifies expenditure trends for the division and its component departments; recommends budget actions, including but not limited to assignment of accounts for expenditures, budget transfers, budget reprogramming, and budget amendments; approves specific budget transactions; notifies management of budget restrictions and obligations; and otherwise acts to assure that expenditures do not exceed total budgeted amounts.

Communicates with division staff on budget preparation matters, forwards budget preparation documents; receives, compiles, and interprets budget data; prepares budget documents, including but not limited to spreadsheets and memoranda; coordinates budget preparation activities within the assigned division; participates in budget preparation meetings; assists in the preparation of the final budget and associated documents; participates in proposed budget review procedures, such as public hearings; and otherwise acts to assure the timely completion and acceptance of both the division and organization budget.

Provides support to assigned cost centers (departments, sections, or projects) with information research, cost planning, and coordination with other grants; provides technical budget assistance to departments; and performs related support activities.

Performs general budget support functions to assist in the development of the organization's budget, including but not limited to assisting staff in the development of project proforma statements for Low- Income Housing Tax Credits (LIHTC), affordable housing, and community development projects.

Monitors monthly, quarterly, and annual operating data from NRHA's privately-managed projects to ensure project performance that support budgeted earnings that fund program and administrative gaps in NRHA's consolidated annual operating and capital budget.

Analyzes the budget effects of projects during the project development process and assesses impacts on reserves and operating budgets as well as incorporation into NRHA's annual budget.

Prepares budget load data for upload into the general ledger system, assuring that data is accurate and entered as approved by the Board of Commissioners.

Performs or directs others in performing budget analyses, financial analyses, or process/operation studies: collects and compiles data; analyses data using standard accounting, budget, financial, and statistical methods; and prepares and submits analysis reports, including but not limited to revenue and expenditure forecasts, program trend analyses, and grant utilization analyses.

Coordinates assigned activities of the fund management/reserves team to monitor, manage, and report on financial data (revenue, expenditures, and cash balances) of assigned programs; participates and assists in the production of the Reserve Book financial report.

Assists in service delivery studies: compiles, evaluates, and analyzes data; and recommends new and/or revised practices and procedures.

Responds to budget, revenue, and expenditure inquiries from internal and external parties, including but not limited to auditors, city government representatives, and HUD representatives.

Maintains current and comprehensive knowledge of federal, state, and local regulations affecting division operations, programs, and projects: receives and reviews notices from government agencies, including the U.S. Department of Housing and Urban Development and the City of Norfolk; receives and reviews information on grants, subsidy, and other funding programs; and research topics related to public-sector finance and budgeting relevant to division operations.

Performs a variety of administrative detail work, including but not limited to the completion of forms; preparation of correspondence, memoranda, and reports; and document management.

Performs other related duties as required.

Performance Standards

• Reporting: Deliver financial reports on schedule with 98% accuracy; include clear budget insights and forecasts.
• Compliance: Maintain 100% compliance with HUD and other regulatory reporting requirements.
• Audit Support: Submit all requested documentation for audits within 2 business days of request.

Minimum Qualifications

Bachelor's degree in business or public administration with concentration in accounting, finance, or economics.

Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.

Knowledge, Skills, and Abilities

Comprehensive and current knowledge of public-sector management laws, standards, regulations, practices and problems.

Comprehensive and current knowledge of federal, state, and local programs, laws, regulations, and rules related to public housing, Section 8 and other related programs.

Comprehensive and current knowledge of public housing property management systems, methods, and techniques; includes knowledge of non-traditional public housing management methods.

Comprehensive and current knowledge of NRHA budgeting policies, procedures, and practices.

Extensive knowledge of accounting, financial, and statistical analysis; includes knowledge of accounting principles, methods and techniques; financial analysis principles, methods, and techniques; and statistical analysis principles, methods, and techniques.

General knowledge of City of Norfolk political, social, and economic environment, to include knowledge of local public housing needs.

Operational knowledge of personal computer for use in word processing, spreadsheet, database, desktop publishing, and electronic communications; includes knowledge of computer peripheral equipment such as scanners, CD-ROM devices, and printers.

Operational knowledge of standard business equipment, including but not limited to multifunctional peripherals (MFPs), photocopiers, and facsimile machines.

Oral and written communication skill to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature; provide clear work instructions; compose technical reports; make presentations before large groups; and respond to questions on a variety of job-related matters.

Analytical ability to comprehend, understand, and interpret highly complex and technical information, such as redevelopment and public housing information, human services regulation, public-sector financing, and public relations information; and to comprehend, understand, and interpret organizational and environmental factors that could have potential effects on the success of projects and programs.

Ability to exercise independent judgment in the development and implementation of complex operational and some strategic activities, and the formulation of supporting policies.
