Summary About the Position: Serves as a Logistics Management Specialist in the Special Requirements Branch of the Domestic Movement Operations Division, Operations directorate, Military Surface Distribution and Deployment Command. Responsibilities Incumbent ensures Army Transportation Command responsiveness to the need for operational readiness as identified by senior leadership and under any type of sustainment operation, planning contingency, national emergency or wartime situations. Provides technical advice and readiness under any type of planning contingency for movement of forces, sustainment cargo and non-DOD sponsored cargo moving throughout CONUS. Maintains working knowledge of current commercial international transportation and logistics services and trends. Reviews on a continuous basis all OPLANS to identify plan based logistics requirements for fort-to-port movement and related industry capacity. Participates in DOD, Joint Service, and/or Government and industry working groups chartered to develop deployment and distribution initiatives focused on transportation and related traffic management services. Serves as the Domestic proponent for Essential Task development, synchronization and implementation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Implementing logistics policies and strategies to support operational readiness and critical cargo movement; 2) Assessing transportation requirements and industry capabilities to inform decision-making during contingency and wartime operations; 3) Collaborating with multifunctional teams and stakeholders to deliver solutions for complex logistics challenges; and 4) Resolving stakeholder issues to ensure mission objectives are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Collaboration Skills Integrated Logistics Support (ILS) Planning Negotiation Supportability Analysis Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). This is a(n) Logistics Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is an obligated position. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 YEARS by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
